Emergency Response Action Plan Version :27.10.4 Individual Discovering the Fire - (No Supervision) • In the event of fire and the absence of a member of supervision, any Company employee on duty is designated as the individual in charge. • The individual discovering the fire will adhere to the instructions issued for the normal operation. • Ensure that the fire department has been notified. • Ensure supervision is notified by telephone (refer to Figure 2.1). • Shut down the pipeline if running and proceed to close tank valves. • Prior to the arrival of a member of supervision, the individual will remain in charge and will direct the fire department to the scene of the fire. All personnel are reminded that outsiders other than emergency services will not be allowed in the Facility during the time of an emergency, and that no statements will be issued to the media or other interested parties except by designated Facility Management. Be courteous with media representatives and direct them to the designated spokesman. Available Onsite Fire Equipment List is located in Figure A.1. Natural Disaster Incidents Earthquake If inside, stay inside. Stay clear of outside walls, windows and tall objects that can fall down. If outside, stay outside. Stay in open areas, keep away from power lines, poles, trees, or tall structures that may become loose and fall. Complete a damage assessment prior to starting up operations. After the Earthquake has stopped prepare for aftershocks. As a guide The Richter scale classifies earthquakes from .0 to 5.2 as minor to light earthquakes and earthquakes from 5.3 to 7.0 as moderate to strong earthquakes. Refer to the site specific Earthquake plan for more information. Emergency Response Actions Minor/Major Earthquakes • Activate the emergency shutdown device (ESD) if needed. • Stop pipeline and or tank to tank movements. • Account for all personnel within the facility, apply first aid as appropriate. • Activate internal notifications, 911 as needed. • Survey for damages to building, loading rack, tanks shell, ensure floating roofs are free of product, LP gas lines, furnace and facility piping are free of leaks. • Notify management. Refer to your plan for additional response guidance regarding fires, spills, etc. Severe Storm Although many disasters cannot be prevented or predicted, preparation can significantly reduce losses. In the event of a severe weather condition or a natural disaster, the Facility Manager or a Facility Operator will be the emergency coordinator.
