WASTE DISCHARGE REQUIRA6s <br />UNIVERSITY OF CALIFORNIA <br />LABORATORY i1 <br />CLASS 11-1 SOLID WASTE DISPOSAL <br />ALAMEDA AND SAN JOAQUIN COUNTIES <br />5. The exterior surfaces of all the disposal areas shall be graded to promote <br />lateral runoff or precipitation d to prevent ponding. <br />6. Annually, prior to the anticipated rainfall period, all necessary runoff <br />diversion channels shall be is place to prevent erosion or flooding of the <br />sites. <br />7. During the winter months when precipitation can be expected, impervious <br />covers (permeability 10-6 /sec or less) shall be maintained over all but <br />the active area for disposal. The disposal activity shall be confined to <br />the smallest area possible based upon anticipated quantity of waste and <br />operational procedures. <br />S. Waste materials shall not be discharged on any surface which is excavated <br />25 feet below adjacent natural round surface. <br />9. Excavations made for discharge of wastes shall not extend 25 feet below <br />. adjacent ground surface. <br />10. Liquids shall not be discharged solid wastes at these sites. Water used <br />during disposal site operations shall be limited to a minimal amount reason- <br />ably necessary for dust control purposes. Liquid wastes may be discharged <br />to separate ponding or spreading, areas only if the specific wastes, manner, <br />and place of disposal are approved by the Executive Officer. <br />11. All wells located within the disposal area shall be sealed to the satisfac- <br />tion of the San Joaquin County Health Department prior to discharging waste <br />materials within 100 -feet of any such veils'. <br />12. The discharger shall remove and relocate any wastes which are discharged at <br />this site in violation of these requirements. <br />13. Existing discharges not in compliance with Specification 3.3 shall be removed <br />or protected from the 100 -year frequency flood according to a time schedule <br />contained in a report which shall be submitted by 15 February 1981. <br />C. Provisions: <br />1. University of California, Lawrence Livermore National Laboratory Site 300 . <br />shall maintain and post a copy of this order at the site so as to be available <br />at all times to site operating personnel. <br />2. The discharger shall file with this Board a report of any material change <br />or proposed change in the character, location, or quantity of this waste <br />discharge. For the purpose of these requirements, this includes any pro- <br />posed change in boundaries, contours, nature of the waste, or ownership of <br />the disposal area. <br />Amended CHW/Es 12/5/80 <br />
