0 <br /> directly after. The site visit revealed two very large piles of soil and only one hole in <br /> the ground. There was two areas that appeared to have been excavated,and <br /> backfilled. That is where the waste was buried. <br /> June 9,2000 Robert McClellon an employee of the EHD was onsite for the excavation of the <br /> buried waste. The depth of the excavation was approximately 16 feet prior to <br /> reaching any waste. The waste appeared to metal and wood waste. The soil was <br /> cleared from the hole and separated prior to removal of the waste. The excavation <br /> activity was limited that day due to the machine needing repair.Excavation activities <br /> are to resume on June 15,2000. <br /> June 15,2000 Robert McClellon an employee of the EHD was onsite for the excavation of buried <br /> waste. There was one onsite.No excavating being.Conducted. I phoned Don <br /> Bowman of Mecca Equipment Corp.He indicated that they would start in the <br /> afternoon. <br /> June 15,2000 Rodney Estrada an employee of the EHD was onsite to oversee the excavation <br /> activities. Rodney watched refuse being removed from the east excavation. The <br /> waste was removed to native.Refuse was piled next to pit.Photos taken(Exhibit A). <br /> No backfilling of pits this date. <br /> June 20,2000 Robert McClellon and Doug Wilson employees of the EHD were onsite to oversee <br /> the final excavation of the waste pits and separation waste from the soils piles. The <br /> west pit was excavated and the waste was removed to native.The co-mingled waste <br /> and soil was placed in piles next to the excavations.Mecca Equipment Corp. <br /> employees were working onsite. They were working to separate the waste debris <br /> from the soil.Doug Wilson took photos of the piles(Exhibit B).No backfilling of <br /> excavations was conducted this date. <br /> June 23,2000 Rodney Estrada an employee of the EHD was onsite to oversee the backfilling of the <br /> two pits that previously contained the waste debris. The east pit was filled prior to <br /> Mr.Estrada arriving onsite. The west pit was backfilled in his presence. <br /> Febraury 21,2000 Robert McClellon an employee of the EHD was onsite for inspection.The waste <br /> piles remained onsite. Doug Wilson sent a letter in regards to this issue directing <br /> Mecca Equipment Corp.to follow the clean up work plan dated May 23,2000and <br /> have the waste legally removed the a disposal or recycling facility(exhibit Q. <br /> May 7,2001 Robert McClellon an employee of the EHD was onsite for follow up inspection. The <br /> inspection revealed that most of the waste was removed,but a large pile of wood <br /> waste co-mingled with soil still remained onsite. <br /> May 15,2001 Robert McClellon of the EHD sent a letter to Mecca Equipment Corp.directing them <br /> to comply with the work plan dated May 23,2000 and have the waste disposed of or <br /> recycled. The letter explained that the wood waste would have to be separated from <br /> the soil prior to disposal,or the soil and wood waste would have to be disposed of <br /> completely.A re-inspection date was set for June 19,2000(exhibit D). <br /> June 14,2001 Robert McClellon an employee of the EHD received a phone call from Don <br /> Bowman. Mr.Bowman wanted to re-schedule the re-inspection for June 24,2001. <br /> The inspection was re-scheduled for that date. <br /> June 21,2001 Robert McClellon an employee of the EHD received a phone call from Don <br /> Bowman. Mr.Bowman again wanted to move the re-inspection date. The <br /> inspection date was re-scheduled for June 26,2001. <br />
