• t <br /> CALIFORNIA REGIONAL WATER <br /> QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> CLEANUP AND ABATEMENT ORDER <br /> FOR <br /> ARCADY OIL COMPANY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central <br /> Valley Region, (hereafter Board) finds that: <br /> 1 . Arcady Oil Company , 1515 Hope Street , Suite 202 , South <br /> Pasadena , CA 91030 (hereafter Arcady) , owns and operates a <br /> Class III drilling mud disposal facility near the town of <br /> Holt on Cook Road adjacent to Whiskey Slough. <br /> 2 . The beneficial uses of Whiskey Slough and the Sacramento-San <br /> Joaquin Delta are : municipal, agricultural , and industrial <br /> water supply; recreation ; esthetic enjoyment ; and preser- <br /> vation and enhancement of fish, wildlife, and other aquatic <br /> resources. <br /> 3 . Waste discharge requirements adopted by the Board 23 July <br /> 1976 in order No . 76-152 for Arcady Oil Company , state in <br /> parts <br /> a) "A. l . the treatment or disposal of waste shall not cause <br /> pollution, or a nuisance" <br /> b) "A. 4 . Group 1 and 2 wastes shall not be deposited at this <br /> site . Waste shall be limited to nontoxic drilling mud <br /> (free of oil, grease, and heavy metals) " . <br /> c) "A. 6 . A minimum freeboard of two feet shall be maintained <br /> in each loon to prevent waste overflow" . <br /> d) "A . 1O . The discharger shall remove and relocate any <br /> wastes which are discharged at this site in violation of <br /> these requirements" . <br /> e ) 11A. 12 . Public access to the disposal area shall be <br /> effectively excluded. " <br /> 4 . Arcady has violated and threatens additional violations of <br /> the requirements of order No. 76-152 cited in item 3 above. <br /> Drilling muds on the facility contain significant amounts of <br /> chromium, arsenic , oil , grease , and total dissolved solids <br /> which make these group 1 wastes . Samples from on-site <br /> monitoring wells show that ground water contains levels of <br /> chromium which exceed drinking water standards. <br />
