CLEANUP & ABATEMENT <br /> RCADY OIL COMPANY <br /> SAN JOAQUIN COUNTY -2- <br /> S . Arcady has ceased receiving any new wastes at its facility <br /> near Holt , however , wastes disposed of at the site have <br /> caused pollution and threaten to cause further pollution. <br /> 6 . By letters dated 1 May 1984 and 25 June 1984 , the Board <br /> requested Arcady to cease receiving and disposing of drilling <br /> muds containing oil , grease, heavy metals, or any hazardous <br /> substances . Also requested was a plan complete with a time <br /> schedule to bring the facility into compliance with the <br /> Board' s Order, to define the extent of soil and ground water <br /> contamination resulting from the site , and to mitigate or. <br /> remove all contamination found in the soil and ground water <br /> investigation. No plan has been received. <br /> 7 . Issuance of this Order is exempt from the provisions of the <br /> Environmental Quality Act ( Public Resources Code Section <br /> 2100 , et seg. ) , in accordance with Section 15321 (a) ( 2 ) , <br /> Chapter 3, Title 14 , of the California Administrative Code. <br /> IT IS HEREBY ORDERED, that pursuant to California Water Code <br /> Section 13304 , Arcady Oil shall: <br /> 1. Cease discharge of any wastes at the disposal site which <br /> could cause further ground water pollution and soil <br /> contamination. <br /> 2 . Conduct , under the direction of a California registered <br /> civil engineer or engineering geologist , an inves- <br /> tigation to assess the extent of group 1 wastes depos- <br /> ited at the site, and the pollution or contamination in <br /> the underlying and surrounding soils and ground water <br /> from wastes deposited at the site. This investigation <br /> shall be conducted according to the following time <br /> schedule: <br /> a) Submit , within 15 days of the date of this Order, a <br /> study plan for the assessment of pollution in the <br /> deposited wastes , the underlying and surrounding <br /> soils , and the underlying and surrounding ground <br /> water. This investigation shall define the areal and <br /> vertical extent of soil contamination and ground <br /> water pollution resulting from the site. <br />
