I have also completed my review of the November <br /> 1988 and amended March 1990 Report of Disposal Site Information. <br /> My comments on these documents follow: <br /> Solid Waste Facilities Permit (SWFPI <br /> The permit states the City of Stockton is the owner and the <br /> contract operator is Gambi Enterprises. You may wish to <br /> cite the City of Stockton as the owner and operator in <br /> addition to listing Gambi Enterprises as the contract <br /> operator. This, of course, should be consistent with the <br /> application and RDSI. <br /> The permit should include a detailed map showing all on-site <br /> structures. <br /> Findings, Item 2 (D) includes dead animals as a waste <br /> received at the site. Special handling procedures for the <br /> dead animals are not discussed. Special handling procedures <br /> should include: disposal locations, expected days of <br /> receipt, typical peak loading, etc. <br /> A description of the hazardous waste screening program <br /> should consist of the following activities: Inspection of <br /> random in-coming loads; regular visual inspection of the <br /> wastes deposited at the facility; training of facility <br /> personnel in hazardous waste recognition and proper <br /> ,hazardous waste handling procedures; reporting incidents of <br /> unlawful disposal to specific agencies (the names and <br /> telephone numbers should be stated in the permit) ; <br /> installation of signs at the facility's entry way indicating <br /> that no hazardous wastes are accepted; a list of <br /> unacceptable wastes.
