It is further determined that the significant chancres of the
existing permit will require a permit revision. A CEO A review will
also be required.
The solid waste facility permit daily tonnage was reduced
significantly in 1983 from 512 tons per day (1977) to 280 tons per
day (1983). This Department has not been able to determine a
reason for this reduction. The LEA has concluded that a permit
modification for acceptance of up to 512 tons per day is justified.
The California Waste Management Board has concurred with this
decision. See Appendix A.
The LEA recommends that these changes listed below be incorporated
into the permit revision.
1. Hours of Operation: 6:00 A.M. - 4:00 P.M.
Monday - Friday
2. The tonnage of waste received to be increased from 512
tons per day to 1240 tons per day.
3. A Hazardous Waste exclusion program has been implemented.
4. A Landfill gas collection system and power plant was
installed in 1986 in conjunction with Pacific Lighting
Energy Systems.
5. Wastes Received:
A.
Liquids/Slurries
(deleted)
B.
Septic Tank pumpings
(deleted)
C.
Infectious Waste
(added)
D.
Garden Refuse
(added)
E.
Small dead animals
(added)
F.
Metals
(added)
G.
Paper Products
(added)
6. When the City of Stockton's Source Reduction and
Recycling elements are developed, then the City of
Stockton will be able to determine what recycling methods
should be used at this solid waste facility.
7. Prohibited Wastes:
A.
Grease Trap
Pumpings
(added)
B.
Disposal
of
Food Processing Wastes
(added)
C.
Disposal
of
Contaminated Soil
(added)
D.
Disposal
of
Liquid Slurries
(added)
E.
Disposal
of
Septic Tank Pumpings
(added)
F.
Disposal
of
Designated Wastes
(added)
