It is further determined that the significant chancres of the <br />existing permit will require a permit revision. A CEO A review will <br />also be required. <br />The solid waste facility permit daily tonnage was reduced <br />significantly in 1983 from 512 tons per day (1977) to 280 tons per <br />day (1983). This Department has not been able to determine a <br />reason for this reduction. The LEA has concluded that a permit <br />modification for acceptance of up to 512 tons per day is justified. <br />The California Waste Management Board has concurred with this <br />decision. See Appendix A. <br />The LEA recommends that these changes listed below be incorporated <br />into the permit revision. <br />1. Hours of Operation: 6:00 A.M. - 4:00 P.M. <br />Monday - Friday <br />2. The tonnage of waste received to be increased from 512 <br />tons per day to 1240 tons per day. <br />3. A Hazardous Waste exclusion program has been implemented. <br />4. A Landfill gas collection system and power plant was <br />installed in 1986 in conjunction with Pacific Lighting <br />Energy Systems. <br />5. Wastes Received: <br />A. <br />Liquids/Slurries <br />(deleted) <br />B. <br />Septic Tank pumpings <br />(deleted) <br />C. <br />Infectious Waste <br />(added) <br />D. <br />Garden Refuse <br />(added) <br />E. <br />Small dead animals <br />(added) <br />F. <br />Metals <br />(added) <br />G. <br />Paper Products <br />(added) <br />6. When the City of Stockton's Source Reduction and <br />Recycling elements are developed, then the City of <br />Stockton will be able to determine what recycling methods <br />should be used at this solid waste facility. <br />7.
