This letter presents EMCON's <br />interpretation, which is based on the 1977 Solid Waste Facilities Permit (SWFP), <br />of the quantity of wastes that the landfill should be allowed to accept in 1990. In <br />addition, this letter evaluates the actual recorded daily tonnages for the July 1989 <br />waste stream with respect to the 1977 SWFP. <br />G�L+II��1 <br />Included in the 1977 SWFP application for the landfill was a portion of the 1977 <br />Report of Disposal Site Information (RDSI) describing site operations. On page 4 <br />of the RDSI, the 1977 annual- waste volume accepted at the site was stated to be <br />605,796 cubic yards (cy) at the gate. Item #1 of the RDSI stated that the waste <br />was compacted to a minimum density of 1,000 pounds per cubic yard (Ib/cy); and <br />according to Item #3, the waste was reduced during placement by a 2:1 volumet- <br />ric ratio (gate: in-place volume). An interpretation of items #1 and #3, taken <br />together, imply that the density of waste (uncompacted) coming through the gate <br />was 500 Ib/cy, and the 1977 waste volume of 605,796 cy would convert to <br />151,449 tons. Item #1 of the 1977 RDSI also states that the site operated 5-1/2 <br />days per week, and was closed Christmas Day and New Years Day. With the <br />site receiving waste equivalent to 284 days per year, the daily average waste <br />tonnage accepted in 1977 calculates to be 533 tons per day (tpd) <br />PJB\B02\B020102A <br />1433 N.
