Since the 1977 RDSI was used as the basis of both <br />the 1977 and 1983 permits, the contents of the document can and should be <br />utilized in determining the quantity of waste the landfill should presently be <br />allowed to receive. <br />Item #2 of the 1977 RDSI projected a 3 percent annual increase in waste quanti- <br />ties. Table 1 shows the 814,139 cubic yards reported in the RDSI for 1987, and <br />also shows the average daily waste forecast by the RDSI through the year 2000, <br />based on the 3 percent annual increase. The 1990 average daily waste volume <br />(based on a 7 -day week) is 2,438 cy/day. Using the waste density of 500 Ib/cy <br />implied in the RDSI, EMCON has calculated that an average daily tonnage (for a <br />7 -day week) of 610 tpd in 1990 was forecast by the 1977 RDSI. Adjusting this <br />figure for a 5 -1/2 -day operations week yields an average daily tonnage of 776 <br />tl d. <br />The 1977 RDSI also presented information that the peak month was September <br />with 53,000 gate cy of waste. Table 1 shows the peak monthly waste quantities <br />forecast by the RDSI through the year 2000. The 1990 peak monthly waste <br />quantity was forecast at 77,832 cy, or 19,458 tons. For a 5 -1/2 -day operational <br />week (23 days per month) the average daily tonnage for the 1990 peak month <br />would be 846 tpd. <br />
