El Dorado <br /> Stockton, Calif. 95201-0388 <br /> Re: Clarification of French Camp Landfill and Austin Road <br /> Landfill Green Waste Alternative Daily Cover Demonstration Project, <br /> Evaluation and Requirements <br /> The purpose of this letter is to provide clarification regarding Environmental Health <br /> Division (EHD) evaluation of and requirements for the City of Stockton's (COS) Green <br /> Waste Alternative Daily Cover (GWADC) Demonstration Project at the above <br /> mentioned landfills. EHD recognizes the COS's concern with the Project and desire <br /> to gain approval for GWADC use at both landfills. In response to the recent letters <br /> generated, meetings requested by the City of Stockton (COS) and the response from <br /> Scott Walker (CIWMB), it is hoped this letter will increase understanding and <br /> communication between COS and EHD and enable the GWADC to be evaluated <br /> accurately. <br /> The GWADC Demonstration project began in November 1996 and will be monitored <br /> until such time that confidence is established with EHD that the GWADC meets all <br /> daily cover requirements and poses no threat to Public Health or the Environment. <br /> Weekly observations are recorded, bimonthly reports are generated, and routine, <br /> monthly landfill inspections are conducted by EHD. The Project is evaluated with the <br /> total picture of Environmental and Public Health in mind. Operation of the landfills <br /> and how the Project integrates into the operation, as well as physical performance of <br /> the cover is taken into account. Copies of all reports are sent to COS and CIWMB. <br /> At any time during the project EHD is available to discuss inspections or other <br /> concerns regarding the project. Should the Project operations differ from what is in <br /> the plan (such as new equipment on site, a change in procedure, etc.) or should an <br /> issue become unclear and questioned by COS; contact EHD by phone, writing, or <br /> arranging a meeting. In the event EHD requests written addendums or additional <br /> information, it is expected COS would provide such, as stipulated in the GWADC <br /> plan.
