2. That the City Council hereby approves the Austin Road Expansion Master <br />Plan based on the following findings: <br />a. All significant effects of the Master Plan have been eliminated or <br />substantially lessened where feasible as stated in the "Findings" adopted pursuant to Section <br />15091 of the State CEQA Guidelines. <br />b.
