III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> developed under the proposed project to safely hold intercepted or retrieved hazardous wastes <br /> until they can be properly removed from the site. <br /> Emergency and Disaster Planning <br /> Goal 1: Develop and maintain emergency preparedness programs and emergency health <br /> services in order to protect the public. <br /> Policy 2: Support and periodically update the various disaster plans concerning Stockton <br /> including the City's Emergency Operations Plan. <br /> Policy 3: Major access and evacuation corridors should be available and unobstructed in case <br /> of major emergency or disaster. <br /> Policy 4: Maintain water supply requirements for fire fighting needs in accordance with the <br /> Insurance Services Office "Guide for Determination of Required Fire Flow." <br /> Policy 5: Continue to enforce minimum road widths and clearances around structures to <br /> promote fire and safety protection and access. <br /> The proposed project would include emergency and disaster contingency plans. Emergency <br /> access,including minimum road widths and clearances,would be enforced and maintained. <br /> Water would continue to be provided by on-site wells, although bulldozers would be used to <br /> smother fires with soil as the primary method for controlling combustion within the landfill. <br /> Other General Plan Policies <br /> Other policies of the General Plan pertaining to issues such as noise,vegetation and wildlife,and <br /> scenic corridors are discussed in the appropriate sections of this EIR. <br /> City of Stockton Zoning Ordinance. the.City of Stockton has not currently provided a zoning <br /> designation to the existing Austin Road Landfill site. The City intends to apply a zoning <br /> designation to the site in the near future. <br /> County of San Joaquin General Plan <br /> [Though the City is exempt from zoning requirements and conformance with the County <br /> General Plan,according to Mike Miller,the following should stay] <br /> The proposed expansion areas of the Austin Road Landfill are currently located in San Joaquin <br /> County,and are therefore subject to the objectives and policies of the San Joaquin County <br /> III.A.l 1 <br />
