III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Landfill. The 250-foot by 150-foot storage area would be used as needed, although this use <br /> would be sporadic and infrequent based on current incidence of hazardous waste retrieval at the <br /> existing landfill. The temporary hazardous waste storage area would be secured at all times. A <br /> Department of Toxic Substances Control (DTSC)permit would not be required since the <br /> hazardous waste, mostly household hazardous waste,would be removed within 90 days. The <br /> material would be disposed of at Forward,Inc.Landfill or taken to one of the household <br /> hazardous waste collection programs sponsored by San Joaquin County(Fukumoto, 1993). An <br /> air district permit would not be required, assuming collection containers are kept closed. <br /> Flood control easement area would be established along the western and northwestern borders of <br /> the existing landfill site to accommodate flooding from the realigned Little Johns Creek. The <br /> 6.5 acre triangular site in the northeastern corner of the proposed expansion area is within the <br /> 100-year floodplain and would consequently be maintained as a floodplain area. Little Johns <br /> Creek course would be altered to accommodate the proposed project. 10.3 acres of the <br /> northernmost comer of the Brocchini parcel would be used as a wildlife preserve/floodplain area. <br /> The farm residence located on the current Brocchini property would be removed under the <br /> proposed project. The nearest remaining residence would be approximately 500 feet east of the <br /> Brocchini property(the future landfill boundary). The Northern California Youth Center would <br /> continue to be approximately 1,900 feet north of the landfill operation,but the project would <br /> situate the northern boundary of the proposed borrow area approximately 500 feet from the <br /> Youth Center. <br /> Additional vehicles,noise-makers for bird control,construction activity,and the expansion of the <br /> operation could increase noise levels. The residence approximately 500 feet east of the proposed <br /> site would be subject to noise increases. Noise impacts are discussed in Section III.H., Noise,of <br /> this EIR. <br /> Dust and odors could adversely impact the nearby residence to the east and the Northern <br /> California Youth Center to the north. These potential impacts are discussed in Section III.G,Air <br /> Quality,of this EIR. Health risks could also adversely affect residents and farm workers. Refer <br /> to the discussion of such potential impacts in Section III.L,Public Health and Safety, of this EIR. <br /> III.A.20 <br />
