III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Water Facilities <br /> Goal l: Conserve groundwater and surface water resources in order to ensure sufficient <br /> supplies of good quality water. <br /> Policy 1: Pursue as the City's first priority for water resources the development and acquisition <br /> of supplemental surface water sources in order to reduce the overdraft of <br /> groundwater supplies,including participation in financing conveyance facilities. <br /> Policy 2: Land use activities that use or store hazardous materials shall be regulated and <br /> monitored in order to prevent the contamination of groundwater or surface water <br /> resources. <br /> Policy 4: The use of settling ponds and other filtering methods shall be encouraged within the <br /> storm drainage system in order to reduce the amount of pollutants entering surface <br /> water resources. <br /> Policy 9: Establish a regular water quality monitoring program and interruption contingency <br /> plan for municipal wells. <br /> Policy 10: Investigate the possibility of groundwater contamination in those areas identified in <br /> the Woodward-Clyde study and adjacent to the City's Austin Road landfill and <br /> support long-term programs by appropriate agencies to prevent future groundwater <br /> degradation. <br /> Refer to Section IIIX,Hydrology, Geohydrology and Water Quality,for discussion of water <br /> quality issues. <br /> Fire Safety <br /> Goal 1: Incorporate fire safety precautions in existing urbanized areas and in planning for <br /> new development. <br /> Policy 1: Protection from fire hazards shall be a consideration in all planning,regulatory and <br /> capital improvement programs. <br /> Policy 2: Fire prevention programs shall be continued to reduce fire hazards and to increase <br /> public awareness. <br /> Policy 4: New development shall provide adequate access for emergency vehicles,particularly <br /> firefighting equipment,as well as provide evacuation routes. <br /> The proposed project would include continuation of existing fire safety programs and emergency <br /> access routes.
