III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Police Protection <br /> Goal 1: Provide protection to the public through effective law enforcement and the <br /> incorporation of crime prevention features into new development. <br /> Policy 1: Seek to promote the inclusion of security features in all structures. <br /> Policy 2: Defensible space design techniques shall be considered in the review of new <br /> development in order to enhance crime prevention. <br /> The proposed project would include security features and defensible space design features. The <br /> project would also be subject to review by the City of Stockton Police Department. Refer to <br /> Section III.C,Community Services and Utilities,for.further discussion of security issues. <br /> Implementation Programs-Public Facilities <br /> Measure 6: Develop a plan for the location of fire stations and branch police stations within the <br /> newly developing areas of Stockton. <br /> The City of Stockton is planning a future fire station in the vicinity of the proposed project. <br /> Police and fire calls for response to the existing landfill site are relatively minimal. Refer to <br /> Section III.C,Community Services and Utilities, for further discussion of police and fire station <br /> locations. <br /> Conservation <br /> Goal 1: Guide urban development toward vacant or under-used land within the urbanized <br /> area and direct new growth toward contiguous lands to protect agricultural lands and <br /> other open spaces used for the managed production of resources from premature <br /> urban development. <br /> Policy 1: Existing agricultural soils capable of producing a wide variety of valuable crops shall <br /> be retained in agricultural use until the time that such soils are needed for logical <br /> urban expansion. <br /> Policy 2: Support firm policies and ordinances by San Joaquin County to protect productive <br /> agricultural land. <br /> Policy 3: Consider the establishment of a land trust to acquire or otherwise provide for the <br /> long-term preservation of open space lands for(1) agricultural use and other <br /> managed production of resources and/or(2)for the preservation of natural resources. <br /> The proposed project would be a"logical" use of prime San Joaquin County agricultural land, <br /> because the landfill expansion is contiguous with the existing landfill,because the increased <br /> III.A.9 <br />
