III. Environmental Setting, Impacts,and Mitigations A. Land Use,Plans and Policies Police Protection Goal 1: Provide protection to the public through effective law enforcement and the incorporation of crime prevention features into new development. Policy 1: Seek to promote the inclusion of security features in all structures. Policy 2: Defensible space design techniques shall be considered in the review of new development in order to enhance crime prevention. The proposed project would include security features and defensible space design features. The project would also be subject to review by the City of Stockton Police Department. Refer to Section III.C,Community Services and Utilities,for.further discussion of security issues. Implementation Programs-Public Facilities Measure 6: Develop a plan for the location of fire stations and branch police stations within the newly developing areas of Stockton. The City of Stockton is planning a future fire station in the vicinity of the proposed project. Police and fire calls for response to the existing landfill site are relatively minimal. Refer to Section III.C,Community Services and Utilities, for further discussion of police and fire station locations. Conservation Goal 1: Guide urban development toward vacant or under-used land within the urbanized area and direct new growth toward contiguous lands to protect agricultural lands and other open spaces used for the managed production of resources from premature urban development. Policy 1: Existing agricultural soils capable of producing a wide variety of valuable crops shall be retained in agricultural use until the time that such soils are needed for logical urban expansion. Policy 2: Support firm policies and ordinances by San Joaquin County to protect productive agricultural land. Policy 3: Consider the establishment of a land trust to acquire or otherwise provide for the long-term preservation of open space lands for(1) agricultural use and other managed production of resources and/or(2)for the preservation of natural resources. The proposed project would be a"logical" use of prime San Joaquin County agricultural land, because the landfill expansion is contiguous with the existing landfill,because the increased III.A.9
