III. Environmental Setting, Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> landfill capacity is needed by the City,and because the presence of the landfill would discourage <br /> urban development or encroachment on the surrounding agricultural areas. <br /> Goal 4: Conserve energy resources by encouraging energy efficient building designs and <br /> transportation systems. <br /> Policy 2: Land use decisions shall consider the proximity of industrial and commercial uses to <br /> major residential areas in order to reduce commuting. <br /> The proposed project would be located outside of but relatively close to the urbanized areas of <br /> the City of Stockton. <br /> General Safety Issues <br /> Goal 1: Protect the community from injury and damage resulting from natural catastrophes <br /> and hazardous conditions. <br /> Policy 1: Development shall only be permitted in those areas where the potential danger to the <br /> health and safety of people can be mitigated to an acceptable level. <br /> The proposed project site would not present immitigable potential dangers to the health and <br /> safety of people as a result of foreseeable natural catastrophes. Refer to Section III.L,Public <br /> Health and Safety,for further discussion of safety issues. <br /> Seismic and Other Geologic Hazards <br /> Goal l: Protect the community from the hazards of expansive soils,seismic dangers and <br /> other geologic activity. <br /> Policy 6: Development proposed within areas of potential geologic hazard shall not be subject <br /> to nor contribute to hazardous conditions. <br /> The proposed project would not be subject to nor contribute to hazardous geological conditions. <br /> Refer to Section III.J, Geology,Soils and Seismicity, for further discussion of potential <br /> geological hazards. <br /> Hazardous Materials <br /> Goal 1: Protect City residents from the risks involved in the transport,distribution,use, and <br /> storage of hazardous materials. <br /> The disposal of hazardous waste at the Austin Road Landfill is currently, and,under the proposed <br /> project,would continue to be prohibited. A hazardous waste temporary storage area would be <br /> III.A.10 <br />
