City of Stockton Draft Amended Report of Waste Discharge(AROWD)
Austin Road Landfill Work Plan
2.2.4.1 Sample Classification
Sample classification is necessary to ensure the protection of personnel involved in the shipment of
samples, and to maintain the integrity of the samples. The packaging, labeling, and shipping of
hazardous wastes and substances is regulated by the U.S. Department of Transportation(DOT)
under 49 CFR 171-173. Samples obtained at the landfill are classified as environmental samples.
2.2.4.2 Sample Packaging and Transportation
All samples collected during this investigation will be packaged according to standard EPA
guidelines. Groundwater samples will be secured in DOT-approved ice chests, chilled to 4°C,and
shipped the same day as collection via courier to APPL,Inc. (fixed-base analytical laboratory)in
Fresno,California. Sample chain-of-custody,as well as other documentation, will be sealed in zip-
lock bags and placed in the ice chests. All ice chests will be sealed with strapping tape and chain-of-
custody seals.
Groundwater samples for volatile organic compound (VOC)analyses will be collected in three 40-m1
glass vials with Teflon-lined silicon septa and black phenolic caps. Each sample vial will be
preserved with two drops 1:1 HCl.
Soil samples for TOC grain size and surface area analyses will be collected in ziplock bags. These
samples will be placed into ice chests, chilled to 4°C,and shipped via courier to APPL.
2.2.4.3 Sample Identification
A coding system will be used that is designed to uniquely identify a sample and to allow tracking
and retrieval of specific information concerning the sample. The coding system to be used for the
soil borings in this study is as follows:
■ The first five letters will represent the site investigation identification code, established as ARL
(Austin Road Landfill) and will be followed by a hyphen.
■ The next alphanumeric set will indicate the boring location: 1 followed by A,B,or C for the
borings in the first transect area;2 followed by A,B,or C for the borings in the second transect
area;and 3 followed by A,B,or C for the borings in the third transect. This alphanumeric set
will also be followed by a hyphen.
■ The next two letters followed by a hyphen will represent the media type;GW for groundwater
and SB for soil.
■ Finally,a two-digit code will be used to establish the sample depth in feet.
For example,the code ARL-IA-GW80 would indicate a groundwater sample(GW) collected from a
depth of 80 feet from the initial boring of the first transect during the plume study at the Austin
Road Landfill(ARL). The actual sample identification code will be documented in the field log
book.
The coding system to be used for groundwater samples retrieved from the four newly installed
monitoring wells will be consistent with that depicted in Figure 2 as follows:
w:\REPOR'rs\srocx'roN\AUSnv\WORKPLAN.Doc Page 11
