The TMRTF is currently being constructed. It is scheduled to begin <br /> transferring waste to the Foothill Sanitary Landfill in April 1995. <br /> Waste transferred from the TMRTF will comprise approximately 30% of <br /> the Foothill site's waste stream. The LTS will comprise <br /> approximately 60%, while public and commercial self-haul will <br /> continue to make up approximately 10% of the site's waste stream. <br /> The County performed a Waste Characterization Study in 1990 for all <br /> County owned landfills and transfer stations. Numerous samples <br /> were pulled from the waste stream, separated, and classified. <br /> Table 2 shows the amount of each type of waste received per day and <br /> the annual total of each waste type received. These figures are <br /> representative of the Foothill Sanitary Landfill. <br /> 3 . 1 SPECIAL WASTES <br /> Pursuant to Title 23 , Chapter 15, Article 2 of the CCR, Class III <br /> sites are designated exclusively for nonhazardous solid wastes <br /> defined as follows: <br /> All putrescible or nonputrescible solid, semi-solid, and <br /> liquid wastes, including garbage, trash, refuse, paper, <br /> rubbish, ash, industrial wastes, demolition and construction <br /> wastes, abandoned vehicles and parts thereof, discarded home <br /> and industrial appliances, manure, vegetable or animal solid <br /> and semi-solid wastes and other discarded solid or semi-solid <br /> waste; provided that such wastes do not contain wastes which <br /> must be managed as hazardous wastes, or wastes which contain <br /> soluble pollutants in concentrations which exceed applicable <br /> water quality objectives, or could cause degradation of waters <br /> of the state. <br /> The site's Class III designation excludes acceptance of hazardous <br /> wastes. A hazardous waste screening program is conducted at the <br /> site to minimize the potential for unacceptable wastes to enter the <br /> landfill (see appendix B) . Any designated or infectious waste <br /> received at the landfill is intercepted and sent to a properly <br /> permitted facility. <br /> 4. 0 SITE CAPACITY AND SERVICE LIFE <br /> Approximately 80 of the 800 permitted acres are currently being <br /> filled. Roughly 720 acres remain to be filled. The remaining site <br /> capacity is approximately 102, 000, 000 cubic yards based on the <br /> Preliminary Closure Plan for the site (see Appendix A) . Estimates <br /> of earthwork, and soil cover requirements are presented on Table 4 . <br /> Waste quantities from the Corral Hollow Sanitary Landfill will be <br /> taken to the Foothill site when the Corral Hollow site closes in <br /> April 1995. <br /> 17 <br />
