2 SITE DESCRIPTION <br /> 2. 1 Permits <br /> The permitted area is comprised of Assessor Parcel Numbers APN 093- <br /> 043-01 and 093-044-01. These parcels are 160 and 640 acres <br /> respectively. A copy of Waste Discharge Requirement Number 91-020 <br /> and Solid Waste Facility Permit 39-AA-004 are in Appendices A and <br /> B, respectively. <br /> 2.2 Site History <br /> The Landfill operation was started in 1967 as a cut and fill <br /> landfill. The Landfill disposal operations have consisted <br /> generally of residential and commercial waste received from the <br /> Lovelace Transfer Station. To date, operations have been confined <br /> to the approximate area shown on Plate 2-1. When fill grades in <br /> this area exceeded the surrounding topography, area fill methods <br /> were employed to continue operations. <br /> 2.3 Site Design <br /> Site engineering and monitoring has been performed by San Joaquin <br /> County. <br /> Site design has included Preliminary Closure Plans drawings filed <br /> with the 1988 Report of Waste Discharge. Preliminary design site <br /> design, which includes plans for construction of 17 lined leachate <br /> collection and removal system (LCRS) units for total site <br /> development is contained in the Preliminary Design Report, August <br /> 22 , 1991. <br /> The preliminary design report contains the following: <br /> Recommendations for landfill liner <br /> * A site preliminary excavation plan <br /> 4 <br />
