4 SITE ACCESS <br /> 4.1 Main Entrance Road <br /> The main entrance road currently runs from Waverly Road to the site <br /> attendant house. Maintenance of this road will be the <br /> responsibility of the County for the time that this road is in <br /> service. <br /> 4.2 Internal Access Roads <br /> The internal site access roads are to serve excavation operations, <br /> maintenance operations and performance of actual Landfill <br /> operations by the Operator. The Operator is responsible for <br /> maintaining these roads to a level acceptable to the County for the <br /> type of traffic use employed. Following are the general standards <br /> for the roads. <br /> 4.3 Excavation haul roads <br /> These roads are to be constructed by the Operator using appropriate <br /> equipment to permit safe conduct of landfill scrapers and other <br /> heavy equipment. The design of the roads, including the width, <br /> slope, materials, and location will be performed by the CDPW. The <br /> goal of the road design by the County will be to minimize haul <br /> costs and distances, segregate haul operational traffic from other <br /> site traffic, and provide for site operations during inclement <br /> weather. The County may alter the design of access roads as <br /> needed. <br /> 4.4 Active area access road <br /> 4.4.1 Fill Areas Above Surrounding Natural Terrain <br /> The Operator shall be responsible for maintaining the access road <br /> 11 <br />
