to the working face of Landfill operations. The road shall be <br /> constructed to permit safe travel for site users. This shall <br /> include but not be limited to the following minimum specifications: <br /> There should be a sufficient thickness of road material above waste <br /> to prevent damage to vehicle tires or equipment. The road should <br /> be at least 24 feet wide and a greater width at appropriate points <br /> to permit turning and passage of two-way traffic of transfer <br /> trucks, and other site users. <br /> The road should have a maximum grade of six percent. Grades <br /> exceeding 6 percent, if required, must be approved by the County. <br /> Queing Area for Disposal: The Operator shall construct a parking <br /> pad to enable site users to safely maneuver vehicles to the <br /> unloading area. <br /> 4.4.2 Areas Within Lined Excavation Units <br /> The PDR calls for excavation of lined landfill units. The <br /> engineering and construction of the liners will be performed by the <br /> County. This will involve careful control of landfilling within <br /> the lined units. The Operator shall construct the haul road within <br /> the lined units appropriately to protect the liner as directed by <br /> the County. In addition, the County will direct the Operator on <br /> limits of landfilling within landfill liner units, phasing of <br /> interim fill grades, appropriate construction of operations layers <br /> to protect the liner, and waste control and screening for the <br /> lowest waste lift immediately above the liner. <br /> The Operator must take measures to protect the liner from damage <br /> and shall be responsible for costs associated with repairs of <br /> damage to the liner should such damage be the result of the <br /> Operator's actions. <br /> 12 <br />
