to the working face of Landfill operations. The road shall be
constructed to permit safe travel for site users. This shall
include but not be limited to the following minimum specifications:
There should be a sufficient thickness of road material above waste
to prevent damage to vehicle tires or equipment. The road should
be at least 24 feet wide and a greater width at appropriate points
to permit turning and passage of two-way traffic of transfer
trucks, and other site users.
The road should have a maximum grade of six percent. Grades
exceeding 6 percent, if required, must be approved by the County.
Queing Area for Disposal: The Operator shall construct a parking
pad to enable site users to safely maneuver vehicles to the
unloading area.
4.4.2 Areas Within Lined Excavation Units
The PDR calls for excavation of lined landfill units. The
engineering and construction of the liners will be performed by the
County. This will involve careful control of landfilling within
the lined units. The Operator shall construct the haul road within
the lined units appropriately to protect the liner as directed by
the County. In addition, the County will direct the Operator on
limits of landfilling within landfill liner units, phasing of
interim fill grades, appropriate construction of operations layers
to protect the liner, and waste control and screening for the
lowest waste lift immediately above the liner.
The Operator must take measures to protect the liner from damage
and shall be responsible for costs associated with repairs of
damage to the liner should such damage be the result of the
Operator's actions.
12
