This report is submitted in
compliance with Waste Discharge Requirements (WDR) Order No. 94-258, issued by the
California Regional Water Quality Control Board, Central Valley Region. The site is
located in eastern San Joaquin County on Waverly Road as shown on Figure 1. Presented
below is a discussion of the groundwater and surface water monitoring program, a
description of the monitoring results, and_a discussion of groundwater flow direction.
MONITORING PROGRAM
Groundwater and surface water monitoring was conducted at the Foothill Sanitary Landfill
consistent with WDR Order No. 94-258 and with EMCON's November 1991 proposal
to perform groundwater and surface water monitoring at four San Joaquin County
landfills. The sampling and analysis procedures used during this event are detailed in
Attachment A.
The groundwater monitoring well network consists of background well MW-1, landfill
production well LW-1, and downgradient well MW-2. Locations of the groundwater
monitoring wells are shown on Figure 2. Groundwater samples were collected from wells
MW-1, MW-2, and LW-1 on November 28, 1994. Landfill production well LW-1 was
inaccessible for water level measurement on November 28, 1994, due to plumbing
associated with the replacement of the pumping system. The landfill production well
LW-1 remains inaccessible for water level measurement. Samples from well MW-1 and
MW-2 were collected on November 28 after purging approximately four casing volumes
of water.
SAC/pj0\0939\09390040.8el-95 lfc:3
