SECTION 01310 <br /> HEALTH AND SAFETY PLAN <br /> PART 1 GENERAL <br /> 1.1 DESCRIPTION <br /> A. The submission of a Bid shall constitute that the CONTRACTOR certifies that he <br /> is experienced and qualified to anticipate and meet the safety and health <br /> requirements of this project. <br /> B. The landfill contains a closed hazardous waste unit. Municipal solid waste, <br /> contaminated soils, asbestos, ash, and other nonhazardous wastes are currently <br /> disposed at the landfill. Portions of the landfill will be exposed during <br /> construction operations. <br /> C. All CONTRACTORS shall be responsible for their own health and safety <br /> programs and the health and safety of their own employees. <br /> D. The provisions of this Section are supplementary to other provisions specified <br /> elsewhere in the Contract Documents. <br /> 1.2 WORK INCLUDED <br /> A. The CONTRACTOR shall implement a site-specific Site Health and Safety Plan <br /> describing all precautions that shall be taken to minimize the site hazards to <br /> personnel, visitors, or property. The CONTRACTOR shall ensure that their <br /> personnel at the project site follow the Health and Safety Plan. <br /> B. Nothing in this Section shall preclude the CONTRACTOR from complying with <br /> the more stringent requirements of the applicable Federal, State, County, OWNER <br /> and Industry Standards,rules and regulations. <br /> 1.3 SPECIAL SAFETY PRECAUTIONS <br /> A. The CONTRACTOR is advised that the construction of this project is being <br /> performed over and adjacent to refuse and that landfill gas may be encountered. <br /> Some of the hazards related to landfill gas are: <br /> 1. Fires may start spontaneously from exposed and/or decomposing refuse. <br /> 2. Fires and explosions may occur from the presence of methane gas. <br /> 3. Landfill gases may cause an oxygen deficiency in underground trenches, <br /> vaults, conduits, and structures. <br /> 4. Hydrogen sulfide, a highly toxic and flammable gas, or other toxic gas may <br /> be present. <br /> 5.
