B. The CONTRACTOR is advised that the construction of this project is being <br /> performed over and adjacent to refuse and that leachate may be encountered. The <br /> CONTRACTOR shall take all precautionary measures necessary to protect his <br /> personnel from exposure to leachate. <br /> C. In addition to conforming to the safety rules and regulations of governmental <br /> authorities having jurisdiction, the CONTRACTOR shall take the following <br /> precautionary measures: <br /> 1. Smoking shall be prohibited in or near open excavations, exposed refuse, <br /> and in the vicinity of underground pipe-laying activities. Smoking will be <br /> permitted only in those areas designated by the Health and Safety Monitor. <br /> 2. If refuse is exposed during construction activities, it shall be covered as <br /> soon as possible after exposure with at least a 6-inch layer of soil. In no <br /> event shall the refuse remain exposed overnight, unless otherwise approved <br /> by the OWNER and/or the local health authorities. <br /> 3. If refuse is excavated during construction activities, it shall be disposed of at <br /> the active landfill face, as directed by the OWNER. <br /> 4. No welding shall be permitted in trenches, enclosed areas, or over refuse <br /> unless performed in areas of the site tested and approved by the Health and <br /> Safety Monitor. <br /> 5. Construction equipment used in excavating activities and/or refuse removal <br /> operations shall be equipped with vertical exhaust and spark arrestors. <br /> 6. Electric motors utilized in excavation areas and below ground shall be <br /> explosion-proof. <br /> 7. As construction progresses, all pipe openings and valves shall be closed as <br /> soon as installed to prevent the migration of gases through the pipeline <br /> systems. <br /> 8. Proper ventilation at connection of existing liner and LCRS with new liner <br /> and LCRS components. <br /> D. The CONTRACTOR should include Occupational Health and Safety Act(OSHA) <br /> training(29 CFR 1910) and the following measures in his safety program: <br /> 1. Shoring shall be installed for all trenches over 5 feet in depth. Safe and <br /> suitable ladders that project at least 2 feet above the top of the trench should <br /> be provided for all trenches over 5 feet in depth. A minimum of one ladder <br /> should be provided for each 100 feet of open trench, or fraction thereof, and <br /> be so located that workers in the trench need not move more than 50 feet to <br /> a ladder. <br /> 2. Workers shall not be allowed to work alone at any time in an excavation. <br /> Work parties of at least three shall be mandatory, with one worker outside <br /> of possible gas effects and another worker within hailing distance to assist <br /> in an emergency. <br /> 3. Inhalation of landfill gases shall be avoided. Such gases or oxygen-deficient <br /> air may cause nausea and dizziness, which could lead to accidents. Work <br /> upwind of the excavation where possible. <br /> 4. Workers shall avoid contact with exposed refuse, condensate or leachate, to <br /> the extent feasible. <br /> 5. Fire extinguishers with a rating of at least A, B, and C shall be available at <br /> all times on the site. <br /> 6. Startup and shutdown of equipment shall be avoided in areas of exposed <br /> refuse. <br /> 7. Assembly of construction Work shall be performed out of trenches or <br /> excavations. Prefabricated items shall be lowered into excavations.
