WASTE GENERATED PER CAPITA IN THE COUNTY:
The amount of waste generated is expressed in the following equation:
Waste Generated = Waste Disposed + Waste Diverted
Waste diverted includes materials recycled, composted, and incinerated. Prior to passage
of the ACT, data on waste diversion were not being collected. Diversion information
currently being collected by the County for purposes of the ACT comes from programs
provided by the County and Cities, by refuse collection companies, by local recyclers, and
by WASTE-TO-ENERGY companies.
There are many forms of diversion not being quantified at this time, including the recycling
of corrugated cardboard by grocery chains, the recycling of auto bodies by the scrap metal
industry, and the recycling of clothing, furniture and small appliances by thrift store
operators. Therefore, the waste generation figure calculated in this section could be
considered understated. Waste generation numbers vary widely depending upon what
diversion programs, if any, are included in the calculation. (For diversion quantities in San
Joaquin County, see Section G., pages 7-8.)
Waste Generated = 532,810 +40,980 or 573,790
That equates to 6.03 lbs/day per person in the County. About 13% of the waste stream
was diverted by recycling, transformation and compost activities in 1994.
9
