Guinn continued to <br /> place the 14"lift of earthfill in the leachate impoundment pond. Guinn utilized the 623 to haul the material <br /> from the stockpile to the eastem edge of the access ramp. Guinn had a laborer full time watching for wrinkles <br /> as the dozers spread the cover material onto the pond floor.. <br /> Vector Engineering, Inc. Observed placement of the 14"layer of earthfill placed on the pond floor. Guinn <br /> imported some questionable material. CQA did a walk through of the borrow area and found some unsuitable <br /> material. CQA informed Guinns foreman that the material in question was unsuitable for cover material on the <br /> geomembrane. Guinns foreman still hauled 1 load to the cell for cover material.
