MEETING NOTES
Page 3
May 7, 1999
subgrade fill was not part of Guinn's work anymore that Guinn's bid does not
incorporate the survey costs for the subgrade fill. Pete said that Allied would
work out payment with Guinn for this additional surveying. Jeff Gutierrez felt that
this additional surveying shouldn't take long.
• Subgrade Preparation—Forward will make first attempt at subgrade preparation
for WMU D-88 and the Eastern Ash Pit. Guinn will follow up with completing the
subgrade preparation, if necessary.
• GCL, Geomembrane, GDN—GSE will plan on starting to line the WMU D-88 and
Eastern Ash Pit around May 27. Regulatory approval should be received by this
date. Vector requested that GSE cut conformance samples and interface shear
samples. Scott and Dale will coordinate on the amount of sample required and
where GSE should send the samples.
Pete said that he recognizes that there are some potential issues with precipitation
runoff damaging Guinn's work on the base of the cell if the WMU D-88 and
Eastern Ash Pit slopes are lined before the cell base. Interim drainage measures
could be implemented on the slope benches if precipitation was anticipated. Pete
said that Allied would work with Guinn on these costs if necessary.
Sangeeta informed ale that the top deck of the Eastern Ash Pit would use a
double-sided textured geomembrane and a double nonwoven geocomposite
drainage net instead of the single-sided textured geomembrane and geocomposite.
The revised plans reflect this change. Sangeeta said that she had discussed this
with Steve Eckhart so he was aware of the revised quantities.
• Granular Drainage Material—The specification on the granular drainage material
is still 0-3% although during WMU D-98 construction having more than 2
percent fines seemed to be too much. Sangeeta felt that the fines adhered to the
granular drainage material during the WMU D-98 construction because of the
wet weather. For WMUs D-95 and D-97, which were built in the summer, the
fines content on the granular drainage material was always less than 2 percent.
Sangeeta felt this was because some of the fines were lost during transport in the
summer. Sangeeta said it would be preferable to use the same source as in the
past, but would like to see less than 2 percent fines. Guinn said that the same
source could meet a less than 2 percent fines requirement.
The specification has been changed to require placement of the granular drainage
material with a D4H LGP dozer unless the Contractor can demonstrate a larger
piece of equipment won't damage the geomembrane. Guinn asked if they could
use their modified D4, which isn't specifically a LGP. Sangeeta said this would
be ok. Scott said that Guinn would have to perform a test pad demonstration to
use anything other than a D4.
• Geotextile—GSE will supply the geotextile and Guinn will install.
