MEETING NOTES <br /> Page 4 <br /> May 7, 1999 <br /> • Protective Operations Layer—The protective operations layer will be"floated" out <br /> over the granular drainage material. The soil will be brought to the base and <br /> dumped on the edges and then pushed out over the granular drainage material with <br /> a dozer. "Fingers" of operations layer may be placed to allow access to the <br /> interior parts of the cell. <br /> • Vegetative Layer—Jeff said that he had some concerns with placing the vegetative <br /> layer on the Ash Pit since Guinn would not be constructing the subgrade fill. <br /> Sangeeeta said that if Vector is performing CQA and the subgrade fill is <br /> compacted to the required density that there shouldn't be issues with the <br /> competence of the foundation. Jeff felt that it might be difficult to place vegetative <br /> layer because the slope may not be uniform. Sangeeta said that the slope did not <br /> have to be a consistent 3.5:1 and that the requirement is only that 1.5 feet of soil <br /> be placed, which exceeds the regulatory requirement of 1-ft thickness. Tim felt <br /> that placement of the vegetative layer shouldn't be a problem. <br /> • Drainage Structures—No issues were noted. <br /> PROJECT OVERVIEW—OTHER ITEMS <br /> • Leachate Impoundment-Pete noted that moving of the monitoring well is still tied <br /> up with DTSC, so it is still not certain whether the leachate impoundment will be <br /> constructed this year. <br /> • WMU Interim F - If the leachate impoundment is not constructed, WMU Interim F <br /> would not be closed this year. <br /> • Access Road and Drainage Facilities -Jeff will work with Butch on developing a <br /> suitable access road and a revised price. <br /> • Bridge—Butch said that the permit had been received from the flood district, but <br /> obtaining a building permit from San Joaquin County was still in the works. <br /> Quaterolli is working with the bridge manufacturer to develop the design. It is not <br /> certain whether the bridge will be constructed as part of this year's construction. <br /> • WMU B Stockpile—Butch has removed much of the stockpile and the remainder <br /> will be used as daily cover for refuse to be placed on WMU B. <br /> ADMINISTRATIVE/CONTRACTUAL SUBMITTALS <br /> • Guinn has submitted their bid and the prices are still being negotiated. Once the <br /> bid prices are agreed upon, the Agreement will be signed. <br /> • Guinn should submit applications for payment to Scott. Scott will review the <br /> payment application and forward it to Allied. <br />
