meet the construction standards for these types of waste. This would include
modifying the design criteria for the existing Austin Road Landfill areas to
incorporate Class II design criteria such as designing for the Maximum Credible
Earthquake (MCE) and a 1,000-year, 24-hour storm event. Landfill operations
would be consistent with those currently being implemented at the existing
Forward Landfill.
Forward is currently performing a health risk assessment to assess potential
environmental impacts oftthe revised waste stream. The health risk assessment
was completed in August 2001.
Forward is also proposing that the individual daily tonnage values for each existing
landfill are combined into one tonnage rate for..the, - ined,.landfills. The
existing Forward and Austin Road Landfills are currently permitted to accept 6,680
and 1,200 tons/day, respectively. The combined tonnage rate would allow 7,880
tons/day.
The combined tonnage rate of 7,880 tons/day also reflects the existing permitted a
traffic to the site. The existing Forward Landfill is currently permitted to allow
435 one-way vehicle trips/day. The existing Austin Road Landfill allows
185 one-way vehicle trips. The combined vehicle count would allow 620 one-way
vehicle trips/day.
4.4 WASTE INFLOW RATES
The projected annual inflow rate to the combined:Forward Landfill over the next
five years is estimatedto be approxi rately 1,695,210 tons, which corresponds
to a daily average inflow, rate of approximately 4;670 tons, seven days a week.
The diminishing:landfillcapacity for the Forward Landfit is included on Table 8.
4.5 SITE CAPACITY
As previously discussed, the disposal area footprint consists of approximately
387.8 acres. The total site capacity is based on the difference between the
estimated subgrade excavation and the final disposal area contours. The
remaining gross airspace for the Forward Landfill, as of January 2000, is
51,040,000 cy. Appendix C presents information regarding gross air space, final,
intermediate and daily cover requirements and remaining refuse capacity.
