events. The effectiveness of the surface drainage control structures will be
maintained by keeping drainage ditches clear of debris and excessive vegetation
and by making repairs, as necessary, to correct the effects of physical damage,
erosion, settlement, or other events detrimental to operation of the drainage
control system. Corrective measures will be implemented if inspections reveal
excessive erosion or damage to the drainage channels, or if settlement causes
ponding of stormwater on the final cover. Eroded areas will require removal of the
affected loose material, followed by replacement and regrading of the area to
match the adjacent surface contours. If ponding is observed in a channel over the
final cover, the channel will be regraded to permit proper drainage of runoff.
Inspections and maintenance of the drainage system will be carried out quarterly
and after large precipitation events.
4.4 VEGETATIVE COVER MAINTENANCE
Personnel at the landfill will maintain.and inspect.the.,vegetative..cover on the
landfill on a quarterly basis and after significant storm events. Vegetative cover
destroyed by erosion will be reseeded following regrading If degradation of the
vegetative cover is observed in any area, that area will be investigated to
determine the cause of the degradation. Investigation procedures may include soil
gas analyses to determine methane content,-4n,therroot,zone. -JfAegradation is
suspected to be caused by landfill gas -induced asphyxiation, a gas wells may be
installed to reduce gas flux into the root zone in, the area of1he observed
degradation. Measures will be taken as practicable to correct any other condition
found to be causing vegetative degradation. Inspections and fertilization of the
vegetative cover will be carried out on an annual basis.
4.5 LEACHATE CONTROL SYSTEM MAINTENANCE
The integrity and effectiveness of the leachate collection system and treatment
system will be maintained by repair or replacement of portions of the system as
necessary. The collection system will be inspected to ascertain that collected
leachate is conveyed from the collection trenches to the leachate evaporation
ponds. A routine monitoring inspection and maintenance program will be
developed for the leachate collection and treatment system during preparation of
plans and specifications. The maintenance program will include quarterly
inspections of the leachate collection pumps and evaporation ponds and annual
inspections of the LCRS pipes. The LCRS pipes will be cleaned, if necessary.
Forward Landfill PCPCMP 4-2
L:\Allied\2000.193\Reports\FinaIPCPCMP:FL-sec4: 8/20/01 BRYAN A- STIRRAT S ASSOCIATES
