5.0 • •COST ESTIMATE 4) l I A 061DIF101frou In order to establish the basis for the proper level of funding to close and provide post -closure maintenance for the Forward Landfill in an environmentally sound manner, a cost estimate has been prepared reflecting the proposed closure design and post -closure maintenance procedures presented in Sections 3.0 and 4.0 of this PCPCMP. The estimate for closure improvements was combined with an estimate for construction management/quality assurance services to determine the total closure cost. 5.2 CLOSURE COST ESTIMATE As discussed in Section 1.4, the approved closure cost estimate for the site is based on the maximum extent of closure, which will ever require closure over the life of the landfill as allowed under 27 CCR. The closure cost estimate for the maximum extent of closure serves as basis to fund the closure account over the life of the landfill. The associated closure cost estimate reflects third party costs in 2008 dollars and is presented on Table 8. The maximum extent of area which will ever close over the course of the active life of the landfill is 187.6 acres. Allied is and will continue to closure the Forward Landfill in a number of smaller closure phases. The initial partial closure project was an area known as Stage 1A. A Partial Final Closure/Post-Closure Maintenance Plan (dated June 2005) for this stage was prepared and submitted to the regulatory agencies with closure activities being completed in 2005. 5.3 POST -CLOSURE MAINTENANCE COST ESTIMATE The post -closure maintenance cost estimate has been prepared utilizing information contained in Section 4.0 and estimates of manpower, materials and equipment to maintain the Forward Landfill in compliance with current applicable regulations. The total annual maintenance and monitoring cost estimate for post -closure is shown on Table 9.
