. 5:9_ CLOSURE/POST-CLOSURE MAINTENANCE COST ESTIMATE
5.1 INTRODUCTION
In order to establish the basis for the proper level of funding to close and
provide post -closure maintenance for the Forward Landfill in an environmentally
sound manner, a cost estimate has been prepared reflecting the proposed
closure design and post -closure maintenance procedures presented in Sections 3
and 4 of this PCPCMP. The estimate for closure improvements was combined
with an estimate for constrmctfoii managementgaality assurance services -to
determine the total closure cost.
5.2 CLOSURE COST ESTIMATE
The Plan features are group`ed'into-categories°for convenience in presenting -the
cost estimate. A brief description of the components included in each category
is given below. The total closure cost estimate is shown on Table 8.
G 5.2.1 FINAL COVER
•
Based on the proposed final grading plan, the approximate area which will
require placement of final cover is 347 acres. The proposed final cover for the
Forward Landfill will consist of a minimum two -foot thick foundation -layer of
approved soil, contaminated soil, incinerator ash, or other waste materials placed
immediately over the entire surface of the last lift of refuse; a VFPE
geomembrane which is equal to the least permeable portion of the liner system;
HDPE geosynthetic drainage strips and a two -foot erosion control (vegetative)
layer.
5.2.2 FINAL COVER CONSTRUCTION QUALITY ASSURANCE MONITORING AND
TESTING
Costs for construction quality assurance include the final cover placement tests,
inspections and reporting.
Forward Landfill PCPCMP 5-1
L:\Allied\2000.193\Reports\FinaIPCPCMP:FL-sec5: 8/22/01 BRYAN A.
