"Project Documents" - All Contractor submittals, Construction Drawings, <br />Record Drawings, "As -Built" Plans, Construction Specifications, CQA Plan, <br />Health and Safety Plan and Project Schedule. <br />"Project Manager" - The Owner's designated representative responsible for the <br />Project. <br />Quality Assurance" - Actions taken by the Owner or his representative(s) <br />necessary to evaluate whether the earthen and geosynthetic materials and <br />workmanship meet the requirements of the Project Drawings and Specifications. <br />"Quality Control" - Actions taken by the Contractor, Subcontractors and/or Liner <br />Manufacturer(s) to ensure that the earthen and geosynthetic materials and <br />workmanship meet the requirements of the Project Drawings and Specifications. <br />"Work" - All tools, equipment, supervision, labor, and materials or supplies <br />necessary to complete the project as speeife&herein-and as shown on'the-Project <br />Drawings. <br />3.0 GEOTECHNICAL CQA-ORGANIZATION <br />The Geotechnical CQA Team will consist of design -and field personnel with -specific <br />experience in the inspection and CQA monitoring of earthwork and geosynthetic <br />materials and installation related to landfill cover construction. The principal categories <br />of personnel assigned to the CQA team are presented below. <br />3.1 GEOTECHNICAL CQA PROJECT DIRECTOR <br />The Geotechnical Project Director shall be a representative of the Geotechnical <br />CQA Consultant and shall have overall responsibility for all geotechitical CQA <br />activities and have specific experience in managing landfill final cover <br />construction projects. <br />The Geotechnical Project Director shall be a registered civil engineer®r-certifed <br />engineering geologist and will be responsible for reviewing all earth material or <br />excavation issues, which may arise during construction. The Geotechnical Project <br />Director's approval will be required for any earth or geosynthetic material <br />modifications or for any design modifications, which may impact the performance <br />of the earth or geosynthetic materials. <br />3.2 GEOTECHNICAL CQA OFFICER <br />The Geotechnical CQA Officer will serve as the Geotechnical Project Director's <br />representative. All geotechnical CQA functions will be his/her direct <br />responsibility.
