1.8.12 Partial Final Closure and Post -Closure Maintenance Plan Preparation This category covers the cost to prepare a Partial Final Closure Plan for the Stage VIII Closure area. 1.8.13 Continency A 20 percent contingency factor has been added to the construction cost estimate. 1.9 Post -Closure Maintenance Cost Estimate The post -closure maintenance cost estimate previously prepared is not affected by the proposed changes included in this Amendment. The post -closure cost estimate is presented in Amendment No. 4 of the 2002 PCPCMP and reflects 2008 costs. The operator will initiate post -closure maintenance activities as the staged closure of the FL is implemented. The operator's understanding is that a minimum of the last thirty (30) years of post -closure maintenance must be funded. Therefore, the ongoing post -closure obligation under state law will continue for a minimum of 30 years after the Stage VIII closure area is completed. 1.10 Demonstration of Financial Assurance Closure and Post -Closure Maintenance Fund In accordance with 27 CCR, Chapter 6 and 40 CFR, Subpart G, an operator must demonstrate financial assurance for the proper closure, post -closure maintenance and corrective action for reasonably foreseeable releases at a landfill. An Insurance Policy demonstrating coverage for closure and post -closure maintenance costs has been evaluated and approved by the CIWMB for the FL. This closure cost estimate is reflected in 2008 dollars and prepared in accordance with 27 CCR regulations. Upon approval of this Amendment (Amendment No. 3), the Closure Cost Estimate presented in Table 3 will serve as the basis for closure funding utilizing an approval financial assurance mechanism. 1.11 California Environmental Quality Act Documentation As discussed above, stand alone Partial Final Closure Plans will be prepared in advance of each closure stage. The operator will comply with CEQA and evaluate potential impacts associated with each staged closure project.
