Prior to the bats finishing rearing their young, bat roosts/maternal "bat houses" <br />should be placed within a protected area in the vicinity of the roosting/maternity sites if <br />possible. As soon as young are flying and foraging, the maternity sites should be sealed. <br />Similarly, once bat houses are installed in protected areas, bats should be evicted from their <br />roost sites within the project construction zone (i.e., should be evicted from the trees to be <br />removed). Removal of roost sites should occur during dusk or evening after bats have left the <br />sites unless otherwise approved. These measures are consistent with the SJMSCP. <br />75 Austin 2000 (F14.0 <br />(Greater western mastiff bat) Pre -construction surveys would prevent direct take of <br />individuals or maternity sites. No immediate replacement of roosting habitat has been <br />proposed. If a maternity roost or occupied roost is detected during pre -construction surveys, <br />the SJMSCP JPA shall provide adequate replacement for loss of occupied habitat should be <br />designed and implemented with input from CDFG. Implementation of these mitigation <br />measures would reduce impacts to levels considered less than significant. <br />76 Austin 2000 (F15.a) <br />The project sponsors or the SJMSCP JPA should fund and conduct pre -construction protocol <br />surveys for burrowing owls in all ruderal and non-native grassland habitats within the <br />project site. Surveys should be conducted as recommended in the Staff Report on Burrowing <br />Owl Mitigation (CDFG 1995) and as otherwise prescribed in the Burrowing Owl Survey <br />Protocol and Mitigation Guidelines (BOC 1993). If burrowing owl are observed during <br />surveys, the extent of burrowing owl habitat on the project site would be delineated by a <br />qualified ornithologist. Avoidance and mitigation would be pursuant to new guidelines <br />provided by CDFG and/or as specified by the SJMSCP. <br />77 Austin 2000 (F15.0 <br />(Burrowing owls) If the project sponsor elects to mitigate in accordance with the SJMSCP, <br />then the JPA may fund and conduct pre -construction surveys to prevent direct take of <br />individuals or nests. Pre -construction surveys should be conducted within 30 days prior to <br />ground disturbance. These actions would reduce any significant adverse impacts to <br />burrowing owl to a level considered less than significant. This mitigation option would also <br />reduce impacts to this species habitat to a level considered less than significant by including <br />pre -construction surveys in combination with payment of SJMSCP fees. In addition, <br />methods to prevent occupation of the site by burrowing owls during construction should be <br />employed, consistent with the guidelines in the SJMSCP. These methods include installation <br />of one-way doors in occupied burrows, maintaining vegetation cover that discourages <br />burrowing ground squirrels, disking to destroy burrows, or control of ground squirrel <br />populations. <br />L PUBLIC SERVICES AND UTILITIES <br />78(1.1) <br />Proposed as Part of the Project: <br />The landfill supervisor will be responsible for providing overall site security during <br />normal working hours. <br />
