Landfill <br />Page 25 <br />All areas and facilities, other than those expressly designated for use by haulers, will <br />be considered restricted areas. <br />The landfill will have a perimeter barrier or topographic constraints designed to <br />discourage unauthorized entry by persons or vehicles. <br />Areas within the site where hazardous or suspected hazardous materials are stored <br />will be properly identified and secured. <br />The entrance to the site will have a lockable gate, which will be locked outside of the <br />usual operating hours. <br />Salvaging and scavenging will be prohibited at the landfill, except for authorized <br />materials recovery programs. <br />79(1.2) <br />Proposed as Part of the Project: <br />At the proposed consolidated landfill, the project sponsor will continue to provide <br />fire suppression equipment and procedures that are equivalent in effectiveness to <br />those currently employed at the existing Forward Landfill, as described in the Site <br />Health and Safety Program. The project sponsor will furnish information regarding <br />proposed disposal operations and fire suppression measures at the Austin Road <br />Landfill, and the proposed consolidated landfill, to the Lathrop -Manteca Fire <br />District. <br />Existing fire protection facilities will be maintained (see also Mitigation Measure 9 <br />(E.1)). <br />80(1.3) <br />Proposed as Part of the Project: <br />The project sponsor will continue to apply, to the entire consolidated landfill, the <br />safety procedures currently employed at the existing Forward Landfill and described <br />in the Workplace Injury and Illness Prevention Plan. The project sponsor will <br />furnish information regarding proposed disposal operations and safety procedures <br />at the Austin Road Landfill, and the proposed consolidated landfill, to the Lathrop - <br />Manteca Fire District. <br />Monthly inspections of all facilities for safety will be conducted in accordance with <br />the Safety Checklist prepared by the National Solid Waste Management Association <br />(NSWMA) or other checklist of equivalent scope and detail. <br />Safety meetings with employees will be conducted to disseminate safety <br />information, in accordance with procedures described in the JTD. <br />Personal protective gear will be provided for the safe handling of solid waste, as <br />described in the JTD. <br />
