lift is compacted such that it is free of voids. If voids are present, an
approximately 2-inch layer of soil is spread over the C&D waste to eliminate
voids. (NOTE Certain types of C&D, primarily asphaltic concrete and Portland
cement concrete, are diverted from disposal for other beneficial uses, such as
roads and tipping decks.)
The amount of ADC used at the site is variable. The active face, over which
ADC is placed, is kept as small as possible to reduce litter and vectors but large
enough to allow safe and efficient traffic management. The quantities of ADC
used at the site will be recorded and maintained in the operations record for the
site. The form to be used to record ADC use are included in Appendix C-1. If
the site uses multiple types of ADC, the usage will be recorded by area covered
and type.
Forward will continue to investigate other sources for daily cover materials,
including those allowed in accordance with 27 CCR, Section 20690. As these
types of ADC materials become available from the waste stream, Forward will
inform the regulatory agencies of their desire to use these materials and provide
any necessary documentation.
6.4.6.1 BENEFICIAL REUSE RECORDS
A record of beneficial reuse of solid wastes shall be maintained in accordance
with requirements of 27 CCR, Section 20686(d). Beneficial reuse of solid wastes
shall include, but not be limited to, ash and cement kiln dust, TASW,
construction and demolition wastes, shredded tires, compostable materials (off-
spec, delivered by generator), PGM, soils and synthetic fabrics (tarps), which
may be used for the purposes of alternative daily cover, alternative intermediate
cover, final cover foundation layer, liner operations layer, leachate and landfill
gas collection system, soil layer, construction fill, road base, wet weather
operations pads and access roads, and soil amendments for erosion control and
landscaping. Beneficial reuse material will be restricted to those solid wastes and
quantities of solid wastes appropriate for the specific reuse and in accordance
with engineering, industry guidelines and other standard practices specified in 27
CCR, Section 21600(b)(6) and in accordance with requirements of 27 CCR,
Section 20686.
Forward Landfill JTD 6-12
J:\Allied\Forward\JTD Amendment\January 2007 JTD AmendmentUTD Sec 6 Final.doc:
5/22/02;Rev. 1: 7/2002:Rev.2:4/2003;Rev 3:6/2003;Amendment No. 1:2/1/2007 BRYAN A.STIRRAT 6 ASSOCIATES
