Forward maintains detailed records of weight for each material type received at <br /> the site including refuse, beneficial reuse materials, soils, etc.. These records are <br /> available for review by the LEA during regular business hours and are transmitted <br /> to the LEA monthly. In order to track ADC usage at the site, operations staff <br /> records all types of material placed, the depth, the area covered and associated <br /> volume, and based on the in-place density, the weight so that a comparison can <br /> be made by the LEA at any time during operation to verify that what is needed is <br /> being utilized at the site. Material quantities received in excess of need are <br /> stockpiled until used. Stockpile volume will also be tracked and reported <br /> monthly. Section 4.3.1 presents information on the types and amounts needed <br /> at the Forward Landfill. <br /> 6.4.8 SPECIAL HANDLING PROCEDURES <br /> The following sections describe special handling procedures for land treatment <br /> units, sludge treatment and disposal and disposal methods for asbestos, ash, <br /> small dead animals and treated wood waste. <br /> 6.4.8.1 LAND TREATMENT UNITS <br /> Contaminated soils accepted at the existing Forward Landfill are disposed directly <br /> into Class 11 WMUs. Forward may occasionally choose to temporarily stockpile or <br /> treat certain contaminated soils. Soils that are temporarily stockpiled are typically <br /> those that have been received at the site without the required analytical testing <br /> documentation. The soils are stockpiled until the generator provides the necessary <br /> documentation. Once the documentation is received and depending on the test <br /> results, the soils are either disposed in an appropriate WMU or removed from the <br /> site by the generator. Over the past five years, there has been one disposal and <br /> removal occurrence. Records/documentation for these occurrences are <br /> maintained in the landfill office trailer and then archived after two years at the <br /> company's record storage area. <br /> In order for Forward to process a request for treatment or disposal of <br /> contaminated soil, the potential disposer/generator must complete a waste <br /> characterization form and a contaminated soil description form (signed by a <br /> California Registered Geologist or California Professional Engineer), and submit <br /> copies of all state-certified laboratory results for the contaminated soils. <br /> Forward Landfill JTD 6-13 <br /> J:\Allied\Forward\JTD Amendment\January 2007 JTD Amendment\JTD Sec 6 Final.doc: <br /> 5/22/02;Rev. 1: 7/2002:Rev.2:4/2003;Rev 3:6/2003;Amendment No. 1:2/1/2007 BRYAN A.STIRRAT 6 ASSOCIATES <br />
