the ACW within one hour of unloading. They cover all ACW thoroughly with <br /> sufficient soil to provide complete coverage and prevent re-exposure during <br /> continuing disposal operations. Forward personnel cover the ACW using <br /> bulldozers and/or front-end loaders. Equipment operators exercise extreme <br /> caution to prevent breaking any bags. They cover the nearer bags with soil <br /> before moving equipment into the designated ACW disposal area to cover other <br /> bags. They cover all bags with a cushion of soil before advancing the <br /> equipment so that the equipment never contacts the bags. In this manner, <br /> Forward prevents any bags from breaking and prevents equipment from <br /> contacting ACW. In addition, Forward personnel water cover soils as necessary <br /> to prevent dust. In this manner, Forward prevents any visible emissions <br /> outside of the designated ACW disposal area. <br /> Entry to the ACW is controlled by several means. The landfill does not accept <br /> waste from the general public Cself-haul'). In addition, fences and/or <br /> topographic features (berms, creeks, vegetation, etc.) prevent unauthorized <br /> access to the facility. During operating hours, landfill personnel monitor and <br /> control access. Landfill gates are closed and locked securely when the landfill is <br /> closed. In addition, fences separate the designated ACW disposal area from <br /> the rest of the landfill. Appropriate warning signs are posted within and around <br /> the designated ACW disposal area. <br /> All Forward employees involved in the handling and disposal of ACW are <br /> equipped with a reusable half-face air-purifying respirator, goggles, hardhats, <br /> gloves, and disposable protective coveralls. Site personnel are trained in the <br /> proper use of protective gear and are fit tested for the respirator by the <br /> respirator's manufacturer or a certified representative. The employees receive <br /> initial and annual medical examinations to comply with OSHA Standards for <br /> possible exposure to asbestos and to determine their capability to perform <br /> required duties and wear a respirator. They also receive annual training by Cal <br /> Inc. For each job related to ACW management, the job title, name of person <br /> filling that job, description of the job, and description of the type and amount <br /> of training relative to ACW management required for that job, are <br /> summarized below. In addition to the job-specific training presented for each <br /> job below, each person filling any of these jobs receives training in the <br /> Contingency Plan.
