when the rate of incoming tons per hour exceeds the rate of outgoing tons per <br /> hour including activities associated with sorting, processing and removal of <br /> wastes and/or recyclables. <br /> 2.1.4 MATERIALS REMOVAL <br /> When a full shipment of recycled materials is ready, they are transported to a <br /> secondary materials market. The remaining unrecyclable wastes are loaded into <br /> drop boxes or transfer trailers and transported to the landfill for disposal. These <br /> non-recoverable materials are removed as necessary. None of the materials are <br /> hazardous or pose a health risk. <br /> With the exception of nonferrous metals, the segregated materials with a market <br /> value are stored outside the RRF building until there is a sufficient quantity to sell at <br /> market or a market develops for the materials (supply and demand). The materials <br /> most likely to pose a health nuisance or vector risk (glass, cans, etc.) are stored in <br /> covered bins. No long term storage of any materials is currently planned. <br /> Baled cardboard is strapped to a flatbed truck for transport. Except for the <br /> aluminum, the storage bins with scrap metal are not covered since the metal is too <br /> heavy to fly out of the vehicles. The aluminum bins are covered and locked. The <br /> trucks containing wood chips are covered with a tarp/mesh. <br /> Recyclables collected by route trucks will also be received at the transfer station. <br /> These materials will be loaded onto large transfer trailers and hauled to a permitted <br /> recycler by an independent waste hauler. All materials are transported on <br /> Department of Transportation (DOT)-approved vehicles. <br /> Under normal operations, wastes/recyclables are processed within 24 hours.
