when the rate of incoming tons per hour exceeds the rate of outgoing tons per
hour including activities associated with sorting, processing and removal of
wastes and/or recyclables.
2.1.4 MATERIALS REMOVAL
When a full shipment of recycled materials is ready, they are transported to a
secondary materials market. The remaining unrecyclable wastes are loaded into
drop boxes or transfer trailers and transported to the landfill for disposal. These
non-recoverable materials are removed as necessary. None of the materials are
hazardous or pose a health risk.
With the exception of nonferrous metals, the segregated materials with a market
value are stored outside the RRF building until there is a sufficient quantity to sell at
market or a market develops for the materials (supply and demand). The materials
most likely to pose a health nuisance or vector risk (glass, cans, etc.) are stored in
covered bins. No long term storage of any materials is currently planned.
Baled cardboard is strapped to a flatbed truck for transport. Except for the
aluminum, the storage bins with scrap metal are not covered since the metal is too
heavy to fly out of the vehicles. The aluminum bins are covered and locked. The
trucks containing wood chips are covered with a tarp/mesh.
Recyclables collected by route trucks will also be received at the transfer station.
These materials will be loaded onto large transfer trailers and hauled to a permitted
recycler by an independent waste hauler. All materials are transported on
Department of Transportation (DOT)-approved vehicles.
Under normal operations, wastes/recyclables are processed within 24 hours. The
maximum residual municipal solid waste storage in the RRF building will be 48
hours or less depending on available storage capacity as required by 14 CCR,
Section 17410.1(a)(2).
Forward,Inc.Resource Recovery Facility 2-2
Transfer/Processing Report
(L:\Allied\2003.0146\Report\Final TPR\Sec2.doc:10/22/03;Revision 1: 11/7/2003)
BRYAN A.STIgRAT 6a ASSOCIATES
