through objective periodic inspections. Design criteria utilized to determine the
station's waste handling capacity, traffic loading and drainage system capability
have been demonstrated repeatedly by the level of compliance the operator is
able to maintain at the current permitted tonnage allowed for in the 1995 SWFP.
The maximum daily flow through capacity of the RRF was calculated to be 750+
tons per day (TPD). The storage capacity for the RRF building varies depending on
the type of materials accepted. Based on the acceptance of recyclable materials
only the storage capacity is 200 tons up to a maximum 500 of tons based on the
acceptance of municipal solid waste or heavier recyclables. The storage capacity
calculations assumed that the largest manageable pile of material that will fit inside
the RRF building, without impeding operations is 85 X 105 feet (which allows 15
feet of clearance around the inside perimeter of the building) and 4-5-12 feet high.
The calculations are included in Appendix B. The assumptions used to calculate
the volume handled at the site are as follows:
• The RRF operates 12 hours a day, 6 days a week.
• Transfer trailer loading rate of between 3 to 4 per hour (20 ton load).
• Unloading rate of 20+vehicles per hour.
• Based on RRF records, the average density of the wood is 330 Ib/cy.
• Based on published information, the average densities of cardboard, paper,
and metal are 85, 150, and 270 Ib/cy, respectively.
2.4 SERVICE AREA
The materials generation area which is served by the RRF includes the San
Joaquin County, as well as surrounding counties.
2.5 WASTE TYPE AND VOLUME
2.5.1 WASTE TYPES
The RRF can receive non-hazardous mixed municipal solid wastes from
residential, commercial, and industrial sources. No high liquid content wastes
are accepted at the RRF. The high liquid content wastes proposed for
acceptance at the Forward Landfill are routed directly to the landfill.
Forward,Inc.Resource Recovery Facility 2-4
Transfer/Processing Report
(L:\Allied\2003.0146\Report\Final TPR\Sec2.doc:10/22/03;Revision 1: 11/7/2003)
BRYAN A.STIRRAT S.ASSOCIATES
