DRAFT <br /> • On March 16, 2004 a meeting was held at the EHD to discuss the City of Stockton plan <br /> to co-collect food waste and green waste in the same can. Kevin Basso, Kevin Chiapello, <br /> and Butch Stefani were the representatives from Forward Inc. Kevin Basso indicated that <br /> the food waste would not be in the green waste. Kevin Basso, felt that most city <br /> residences would not use the program. Robert McClellon explained that the city is <br /> promoting the use of the program and that the amount of food waste found in the green <br /> waste would be more than incidental. Robert McClellon explained that because Forward <br /> Inc. is using the green waste as cover that it is a violation of 20690 (11) 27 CCR and <br /> Section 17852 (32) 14 CCR. Robert McClellon also explained that if they are permitted <br /> to handle the green waste and food waste at their compost site and are approved to <br /> compost the material. Kevin Basso just kept stating that it is not going to be a problem. <br /> The meeting ended with out agreement on the issue. <br /> On March 19, 2004, Robert McClellon, an employee of the EHD sent Kevin Basso a <br /> letter detailing the issue and the EHD's position on the commingle waste being used as <br /> cover. The letter was copied to the City of Stockton, Mike Miller(see exhibit N). <br /> On March 22, 2004, Bryant A. Stirrat&Associates, on behalf of Regenesis Group, <br /> obtained the EHD Well Permit to install up-to 50 gas extraction wells at Forward <br /> Landfill. <br /> On March 26, 2004, Michael Kith and Ted Tasiopoulis employees of the EHD conducted <br /> • a routine inspection and noted that the concentration of methane gas in the gas <br /> monitoring probes GP-8 (which replaces GP-3) and GP-9 (which replaces GP-2), both of <br /> which were located near the west boundary,was 44% and 42%, respectively. This was <br /> documented under the violation of Explosive Gases Control, Section 20919.5 of 27CCR <br /> (see exhibit O). <br /> On April 19, 2004, a meeting was held at the Forward Inc. site. Kevin Basso, Lochlin <br /> Caffey, Butch Stephani and Kevin Chiapello represented Forward Inc., Keith Kennedy <br /> and Jeff Watson represented the CIWMB, Ted Tasiopoulis, Michael Kith and Robert <br /> McClellon represented the EHD during the meeting. The meeting was to discuss the <br /> proposed green waste/food waste commingled collection program by the City of <br /> Stockton. Kevin Basso did most of the talking. Again he stated that the food waste was <br /> not going to be in the green waste and that it would not be a problem. Jeff Watson <br /> informed Forward Inc. that proposing to use the green waste contaminated with the food <br /> waste was cover would put the LEA in a bad position due to statewide implications. <br /> Forward indicated that the first few weeks of the program all of the green waste would go <br /> for disposal. Mr. Basso stated that the green waste would start going to the ADC program <br /> at the site on June 1, 2004. Mr. Basso indicated that the City of Stockton program was <br /> going to change in July of 2006 to allow meat and fish and that he suspected they would <br /> have to make more changes then. Mr. Basso indicated that until then he would like to see <br /> the material be used as ADC. Mr. Basso proposed to sort the green waste at the Resource <br /> Recovery Facility and remove the food waste prior to taking it to the ADC program at the <br /> disposal site. Jeff Watson suggested that Forward Inc. put together a written proposal <br /> • and submit it to the EHD for approval. Jeff Watson stressed that the sorting program had <br />
