RAFT <br /> • to demonstrate that it would be able to remove all of the food waste down to a negligible <br /> amount and that the sorting process would only temporary until Forward <br /> Inc. could explore other means of dealing with the waste. <br /> On April 20, 2004,the EHD measured the gas concentration in the impacted gas probes <br /> to determine the facility compliance status with the Amended Notice and Order 03-01, <br /> dated February 2, 2004. The concentration of methane gas in GP-8 and GP-9 was 45% <br /> and 47%, respectively, photos taken(see exhibit P). <br /> On April 20, 2004, California Integrated Waste Management Board (CIWMB)place <br /> Forward Landfill on the Inventory of Solid Waste Facilities Violating State Minimum <br /> Standard for the violation of 27CCR20919.5, Explosive Gas Control. <br /> On April 27, 2004,Michael Kith and Ted Tasiopoulis employees of the EHD conducted a <br /> routine inspection and noted that the concentration of methane gas in the gas monitoring <br /> probes GP-8 (which replaces GP-3) and GP-9 (which replaces GP-2), both of which were <br /> located near the west boundary, was 43% and 45%, respectively. This was documented <br /> under the violation of Explosive Gases Control, Section 20919.5 of 27CCR(see exhibit <br /> Q)• <br /> On May 3, 2004, the EHD received a letter from Kevin Basso. The letter indicates that <br /> they would take the green waste contaminated with food waste to Forward Inc. transfer <br /> station where waste will be spread and inspected and the food waste will be removed(see <br /> • exhibit R). <br /> The EHD Amended Notice and Order 03-01, dated May 6, 2004, is intended to meet the <br /> requirements of Public Resources Code (PRC), Division 30, Section 44106(a) for a <br /> compliance schedule (see exhibit S). <br /> On May 19, 2004, Bryant A. Stirrat& Associates completed the installation of the gas <br /> extraction wells. Those extraction wells were subsequently connected to the existing gas <br /> extraction system. <br /> On May 28, 2004, Michael Kith and Ted Tasiopoulis employees of the EHD conducted a <br /> routine inspection and noted that the concentration of methane gas in the gas monitoring <br /> probes GP-8 was less than 5%while GP-9 was 44%. Both probes were located near the <br /> west boundary. This was documented under the violation of Explosive Gases Control, <br /> Section 20919.5 of 27CCR(see exhibit T). <br /> On June 1, 2004, Ted Tasiopoulis went to the site to inspect the green waste sorting <br /> program. There was no program being conducted at the Resource Recovery Facility. The <br /> site operator Butch Stephani informed Ted Tasiopoulis that the green waste was being <br /> sorted at East Stockton Transfer Station and Recycling Facility(ESTRF). This facility is <br /> in the City Limit of Stockton and is out of the EHD jurisdiction. <br /> • <br />
