. . <br /> • A F T <br /> daily tonnage of waste received at this facility exceeded the permitted <br /> maximum tonnage every day except June 25, 2005 and July 02, 04, 09, 16 <br /> and 23, 2005. <br /> 2. PRC 44014(b)—The tonnage of waste received at this facility was as high <br /> as 54,778.81 tons per week. Between June 20, 2005 and July 23, 2005, <br /> the weekly tonnage of waste received at this facility exceeded the <br /> permitted maximum tonnage every week except the week of July 04, 05. <br /> 3. 27CCR 21600—RDSI has not been amended to include the ADC usage <br /> and waste to cover ratio. <br /> 4. 27CCR 20919.5 —The concentrations of methane gas in GP-9 and GP-12 <br /> were 51% and 55.5%, respectively. <br /> The inspection report listed 7 areas of concern for the month of July 2005 (see exhibit <br /> vv). <br /> On August 2, 2005, Bryant A. Stirrat& Associates submitted the amended joint technical <br /> document(JTD)to the EHD and CIWMB for review. The JTD (JTD is the same as <br /> RDSI) amendment was submitted without the required application form. There were no <br /> fees paid. <br /> On August 18, 2005, the EHD sent a letter to Kevin Basso in order to clarify the EHD's <br /> position on the issues at the site (see exhibit ww). <br /> • On August 23, 2005,this LEA rejected the amended JTD due to conflicting with the <br /> existing approvals for the facility (see exhibit xx). <br /> On August 26, 2005,this LEA conducted routine inspection and noted the following <br /> violations: <br /> 1. PRC 44004—The tonnage of waste received at this facility was as high as <br /> 10,164.97 tons per day. Between July 25, 2005 and August 24, 2005, the <br /> daily tonnage of waste received at this facility exceeded the permitted <br /> maximum tonnage every day except July 25-30, 2005 and August 06,13,18 <br /> and 20, 2005. <br /> 2. PRC 44014(b)—The tonnage of waste received at this facility was as high <br /> as 52,816.05 tons per week. Between July 25, 2005 and August 24, 2005, <br /> the weekly tonnage of waste received at this facility exceeded the permitted <br /> maximum tonnage every week except the week of July 25, 2005. <br /> 3. 27CCR 21600—RDSI has not been amended to include the ADC usage and <br /> waste to cover ratio. <br /> 4. 27CCR 20919.5 —The concentrations of methane gas in GP-9 and GP-12 <br /> were 33.5% and 54.5%, respectively. <br /> The inspection report listed 9 areas of concern for the month of August 2005 (see exhibit <br /> yy). <br /> On September 14, 2005, BAS & Associates submitted permit application and plan to <br /> move the gas monitoring probes GP-11 and GP-12 to the south property boundary. <br /> • <br />
