Between September 01, 2005 and September 24, 2005, the weekly tonnage of waste received at this facility exceeded the permitted maximum tonnage every week. 3. 27CCR 21600—RDSI has not been amended to include the ADC usage and waste to cover ratio. 4. 27CCR 20919.5 —The concentrations of methane gas in GP-9 and GP-12 were 46.30% and 46.00 %, respectively. The inspection report listed 5 areas of concern for the month of September 2005 (see exhibit BBB). • On October 28, 2005,this LEA conducted routine inspection and noted the following violations: 1. PRC 44004—The tonnage of waste received at this facility was as high as 9,920.69 tons per day. Between October 01, 2005 and October 26, 2005, the daily tonnage of waste received at this facility exceeded the permitted maximum tonnage on October 03, October 07, October 17—21, and October 24—26, 05. 2. PRC 44014(b)—The tonnage of waste received at this facility was 53,643.81 tons per week in the week of October 17, 05. 3. 27CCR 21600—RDSI has not been amended to include the ADC usage and waste to cover ratio. 4. 27CCR 20919.5 —The concentrations of methane gas in GP-9 and GP-12 were 49.5% and 8.10%, respectively. The new GP-12 appeared to be clogged. The inspection report listed 7 areas of concern for the month of July 2005 (see exhibit CCC). On November 8, 2005 the EHJD received a letter from Ross Atkinson of the CRWQCB. The letter is title "Classification of Waste, Forward Landfill, San Joaquin County." The letter directs Forward Inc to use the list provided earlier. It also directs Forward Inc. to submit any proposed changes and justification for the proposed changes (from the list) (see exhibit DDD).
