Between September 1, 2005 and September 24, <br /> 2005, the daily tonnage of waste received at this facility exceeded the <br /> permitted maximum tonnage every day except September 02—05, <br /> September 10— 12, September 17 and September 24, 05. <br /> 2. PRC 44014(b)—The tonnage of waste received at this facility was as high <br /> as 49,394.10 tons per week. Between September 01, 2005 and September <br /> 24, 2005, the weekly tonnage of waste received at this facility exceeded the <br /> permitted maximum tonnage every week. <br /> 3. 27CCR 21600—RDSI has not been amended to include the ADC usage and <br /> waste to cover ratio. <br /> 4. 27CCR 20919.5 —The concentrations of methane gas in GP-9 and GP-12 <br /> were 46.30% and 46.00 %, respectively. <br /> The inspection report listed 5 areas of concern for the month of September 2005 (see <br /> exhibit BBB). <br /> • On October 28, 2005,this LEA conducted routine inspection and noted the following <br /> violations: <br /> 1. PRC 44004—The tonnage of waste received at this facility was as high as <br /> 9,920.69 tons per day. Between October 01, 2005 and October 26, 2005, the <br /> daily tonnage of waste received at this facility exceeded the permitted <br /> maximum tonnage on October 03, October 07, October 17—21, and <br /> October 24—26, 05. <br /> 2. PRC 44014(b)—The tonnage of waste received at this facility was <br /> 53,643.81 tons per week in the week of October 17, 05. <br /> 3. 27CCR 21600—RDSI has not been amended to include the ADC usage and <br /> waste to cover ratio. <br /> 4. 27CCR 20919.5 —The concentrations of methane gas in GP-9 and GP-12 <br /> were 49.5% and 8.10%, respectively. The new GP-12 appeared to be <br /> clogged. <br /> The inspection report listed 7 areas of concern for the month of July 2005 (see exhibit <br /> CCC). <br /> On November 8, 2005 the EHJD received a letter from Ross Atkinson of the CRWQCB. <br /> The letter is title "Classification of Waste, Forward Landfill, San Joaquin County." The <br /> letter directs Forward Inc to use the list provided earlier. It also directs Forward Inc. to <br /> submit any proposed changes and justification for the proposed changes (from the list) <br /> (see exhibit DDD). <br />
