Carol nCarolla-Resonse to LEA comments.doc Page 5
® r or
in site life and has not received it. Please provide a written
explanation.
Response: A letter was sent to the Environmental Health Department (Mr.
Robert McClellon) on May 2, 2006 to address the reduced site life
estimates. This letter discussed the factors affecting site life
estimates, provided a summary of the landfill's airspace and site life
estimates, and, finally, provided conclusions regarding the site life.
The correct information regarding site capacity and site life is
presented in Sections 4.6 and 4.7 of this JTD amendment. A copy
of this letter is included as Attachment B-1.
Comment 16: The JTD, Page 4-13, Section 4.7.2, states, "Since a good majority of
the waste accepted at Forward Landfill will be construction/demolition
type wastes, the inflow rate will be dependent on how much of that
type of work is occurring in the area." Please explain this statement
and provide supporting documentation.
Response: Section 4.7.2 has been revised to clarify this statement.
Comment 17: The JTD, Page 6-1, Section 6.1, states "Forward is proposing to
extend the hours of operation for the landfill to 4 a.m. to 9:30 p.m.,
with waste receipt stopping at 9:00 p.m." Revise to reflect current
actual hours of operation.
Response: Section 6.1 has been revised to add Section 6.1.1 — Current Hours
of Operation and Section 6.1.2 — Proposed Hours of Operation, so
there is no confusion between current and proposed hours of
operation.
Comment 18: The JTD, Page 6-4, Section 6.2.3, makes reference to Table 11.
Table 11 is not current. Please revise to reflect actual personnel at
the site.
Response: Table 11 has been revised to reflect actual personnel at the site.
Comment 19: The JTD, Page 6-5, Section 6.2.3, lists Suzanne Manitz as the
Safety Coordinator. Ms. Manitz no longer works in this capacity.
Revise to reflect the actual personnel in this position.
Response: Section 6.2.3 has been to reflect the actual personnel in this
position.
Comment 20: The JTD, Page 6-5, 6.2.3, makes reference to Table 13. Table 13
lists San Joaquin County Public Health Services as a contact
agency. This is not correct. Please revise Table 13.
5
JAAilied\Forward\JTD Amendment\March 2006 JTD - LEA RespWTD\Response to LFA comments.doc; 5/16/2006
