4.4 WASTE INFLOW RATES <br /> For the purpose of estimating remaining site life, the estimated annual inflow rate <br /> to the Forward Landfill over the next five years is estimated to be approximately <br /> 1,871,374 tons, which corresponds to a weekly average inflow rate of <br /> approximately 35,987 tons. Actual quantities received may vary from these <br /> amounts. The diminishing landfill capacity for the Forward Landfill is included on <br /> Table 8. <br /> 4.5 REFUSE TO COVER RATIO <br /> The Forward Landfill remaining capacity and associated site life are dependent on a <br /> number of factors. One of these factors is the refuse-to-cover ratio. Depending on <br /> the type of cover material utilized the refuse-to-cover ratio can vary. The Forward <br /> Landfill refuse-to-soil cover ratio (volume) is 4:1 (refuse to cover). This ratio is <br /> generally accepted in the solid waste industry as an appropriate ratio for a properly <br /> operated sanitary landfill (i.e., a sanitary landfill that does not receive violations for <br /> inadequate cover). This ratio can be achieved with diligent adherence to <br /> established operational. procedures. However, Forward Inc. may also accept a <br /> number of other materials which are used as alternative daily cover including, but <br /> not limited to, construction and demolition waste, treated auto shredder residue, ash <br /> and cement kiln dust, shredded tires, compost materials (off spec-delivered by <br /> generator), processed green materials (PGM), and contaminated soils. The ratios <br /> shown in the table below are based on a number of factors. These include the size <br /> of working face required for safe and efficient operations (300 feet wide by 110 feet <br /> deep, based on the number and type of vehicles) and the thickness requirements <br /> specified in Section 20690 of Title 27. <br /> Due to the use of these various materials and their ability to cover the received <br /> waste, different refuse-to-cover ratios are applicable to meet performance <br /> standards equivalent to that soil cover.
