manager of any irregularities immediately. After unloading, the transporter must stop at the scalehouse to have the attendant sign the Hazardous Waste Manifest before leaving the site. Bulldozers and front-end loaders are used to push soil cover onto the working face to cover the ACW. The utmost care is used when applying cover soil, making sure to maintain the integrity of the bags containing ACW. At least 6 inches of soil covers the disposal cell within one hour of being disposed. Landfill equipment is not allowed to come in contact with ACW throughout the disposal process, thereby, reducing risk of contamination. All ACW is landfilled in an area separated from other waste types.To facilitate environmentally sound and economic operations, Forward maintains the designated ACW disposal area near the active working area face. Thus, the designated ACW disposal area at Forward moves with the active working face about the site, and Forward uses a number of designated ACW disposal areas throughout the year. Each time that a new ACW disposal area is established, a licensed surveyor surveys the previous area and prepares a plat recording the location. Typically, the designated ACW disposal area is roughly rectangular in shape, and the surveyor records both the horizontal and vertical location of each corner. Forward submits the survey plats to the LEA in accordance-with the schedule established by the LEA. An example survey plat is included in Appendix M. Forward has established several means to prevent any visible emissions outside of the designated ACW disposal area. First, all ACW is delivered contained in double bags, or equivalent containment, if bagging is not possible. In addition, either the generator, or the transporter, wets the ACW thoroughly in the bags before delivering the ACW to Forward. At the landfill, Forward personnel cover the ACW within one hour of unloading. They cover all ACW thoroughly with sufficient soil to provide complete coverage and prevent re-exposure during continuing disposal operations. Forward personnel cover the ACW using bulldozers and/or front-end loaders. Equipment operators exercise extreme caution to prevent breaking any bags. They cover the nearer bags with soil before moving equipment into the designated ACW disposal area to cover other bags. They cover all bags with a cushion of soil before advancing the equipment so that the equipment never contacts the bags. In this manner, Forward prevents any bags from breaking and prevents equipment from contacting ACW.
