THIRD QUARTER 2008 GROUNDWATER TREATMENT FACILITY MONITORING REPORT <br /> FORWARD LANDFILL WDR ORDER NO.1`15-2003-0080 <br /> inoperable during a site visit on August 4,2008,but no cause was found for the shutdown. <br /> The plant shutdown date was calculated from operating hours assuming that the plant had <br /> not been operating intermittently.The shutdown date was determined to be July 26,2008. <br /> The GTF was restarted on August 4,2008,and operated normally. <br /> The GTF was shut down on August 11,2008,and the air stripper packing material and <br /> sump were acid washed between August 11 and 13,2008.This routine maintenance <br /> procedure removes mineral deposits,thereby improving the efficiency of the treatment <br /> system.The packing and sump were inspected on August 13,2008,and found to be free of <br /> mineral deposits. The effluent from the acid wash was neutralized,buffered,and stored in a <br /> holding tank onsite.The pH of the acid wash effluent was measured on August 14,2008, <br /> and found to meet the requirements of the City of Stockton Regional Wastewater Control <br /> iFacility.The neutralized,buffered acid wash effluent was disposed of at the City of Stockton <br /> Regional Wastewater Control Facility on August 18,2008. <br /> The GTF was restarted on August 13,2008.Approximately 18 minutes after the restart,the <br /> water level in the air stripper sump triggered the high-level alarm switch and the GTF shut <br /> down.The GTF effluent piping was inspected and mineral deposits in the piping were <br /> determined to be sufficiently thick to impede flow and cause a backup in the sump. The <br /> effluent piping was replaced and tested for leaks between August 18 and 29,2008.During <br /> the testing period,the GTF was started and shut down several times after small leaks were <br /> observed from the effluent piping.None of the leaking water entered the stormwater ditch <br /> alongside the GTF access road or entered Littlejohn Creek.The effluent piping repair was <br /> completed and the GTF was restarted on August 29,2008. <br /> An electrician visited the GTF on August 25,2008,to test the air stripper sump level sensors <br /> and control loop.The level sensors were cleaned and tested and a sump latch control <br /> modification was made to prevent the GTF from automatically restarting after a high sump <br /> level alarm shutdown.The GTF shutdown on July 26,2008,is believed to have been caused <br /> by a high sump level condition.The sump latch control modification now requires a <br /> technician to manually clear the high sump level alarm condition before restarting the GTF. <br /> The GTF operated at 87.1 percent uptime during third quarter 2008,excluding downtime for <br /> the annual acid wash and effluent pipe replacement. <br /> 3.0 Influent and Effluent Monitoring <br /> Under WDR Order No. R5-2003-0080,effluent samples are analyzed as follows: <br /> • Monthly for pH,specific conductivity, and VOCs <br /> • Quarterly for total dissolved solids <br /> • Annually for dissolved inorganics <br /> All parameters other than dissolved inorganics were analyzed during third quarter 2008. <br /> Figure 1 (at the end of this report) shows the effluent monitoring location.Table 2 presents <br /> the results of the effluent monitoring performed during third quarter 2008.Appendix A <br /> contains the effluent monitoring field sampling logs and laboratory results for third <br /> quarter 2008. <br /> RDD082970002(CAH4207.DOC) 2 <br />
