Permittee shall operate the landfill gas collection system with negative pressure at each wellhead except under the following conditions:(1)A fire or increased well temperature. The owner or operator shall record instances when positive pressure occurs in efforts to avoid a fire. These records shall be submitted with the annual reports ass provided in 60.757(f)(1);(2)Usc of a geomembranc or synthetic cover. The owner or operator shall develop acceptable pressure limits in the design plan;(3)A decommissioned well. A well may experience a static positive pressure after shut down to accommodate for declining flows. All design changes shall be approved by the APCO.140 CFR 60.753(b))Federally EnfoTceable Through Title V Permit 55. Permittee shall operate each interior wellhead in the collection system with a landfill gas temperature less than 55 C t and with either a nitrogen level less than 20 percent or an oxygen level less than 5 percent. The owner or operator may t I establish a higher operating temperature,nitrogen,or oxygen value at a particular well. A higher operating value j demonstration shalt show supporting data that the elevated parameter does not cause fires or significantly irthibit anaerobic decompositions by killing methanogens.[40 CFR 60.753(c)]Federally Enforceable Through Title V Permit i 56. The collection system shall be operated so that the methane concentration is less than 500 parts per million above background at the surface of the landfill,and such that all collected gases are vented to a control system designed and operated in compliance with§60.752(b)(2)(iii).In the event the collection or control system is inoperable,the gas mover system shall be shut down and all valves iri the collection and control system contributing to venting of the gas to the atmosphere shall be closed within I hour.[40 CFR 60.753(d),(e))Federally Enforceable Through Title V i Permit I 57. If monitoring demonstrates that the operational requirements in'paragraphs(b),(c),or(d)of section 60.753 are.not inet,corrective action shall be taken as specified in 40 CFR 60.755(a)(3-5)or(c). If corrective actions are taken as specified in 60.755,the monitored exceedance is not a violation of the operational requirements in this section.[40 CFR 60.753(8)) Federally Enforceable Through Title V Permit 58_ For each interior wellhead,the nitrogen level shall be determined.using Method 3C,unless an alternative test method is established as allowed by 60.752(b)(2)(i)of this subpart.[40 CFR 60.753(c)(1)] Federally Enforceable Through Title 1 V Permit- 59. For each interior wellhead,unless yin alternative test method is established as allowed by 60.752(b)(2)(i)of this subpart,the oxygen shall be determined by an oxygen meter using Method 3A or 3C except that:(i)The span shall be j set so that the regulatory limit is between 20 and 50 percent of the span;(ii)A data recorder is not required;(iii)Only two calibration gases are required,a zero and span,and ambient air may be used as the span;(iv)A calibration error check is not required;(v)The allowable sample bias,zero drift,and calibration drift are f10 percent.[40 CFR - 60.-753(e)(2)]Federally Enforceable Through Title V Permit I 60, Permittee shall calculate the NMOC emission rate for purposes of determining when the collection and control system can be removed as provided in 40 CFR 60.752(b)(2)(v)by using the equation found in 40 CFR 60.754(b).(40 CFR 60.754(b))Federally Enforceable Through Title V Permit 61. For the performance test required in 60.752(b)(2)(iii)(B),Method 25,25C,or Method 18 of Appendix A must be used to determine compliance with the 98 weight percent efficiency or the 20 ppmv outlet concentration level,.unless another method to demonstrate compliance has been approved by the APCO as provided by 60.752(b)(2)(i)(13). Method 3 or 3A shall be used to determine oxygen for correcting the NMQC concentration as hexane to 3 percent. In cases.where the outlet concentration is less than 50 ppm NMOC as carbon(8 ppm NMOL as hexane),Method 25A should be used in place of Method 25. If using Method 18 of appendix A,the minimum list of compounds to be tested shall be those published in the most recent Compilation;of Air Pollutant Emission Factors(AP-42). The following equation shall be used to calculate efficiency:(NMOCin-NMOCout)/N1v1OCin. The District must be notified at least 30 days prior to any compliance source test,and a source test plan must be submitted for approval at least 15 days prior to testing.
